The law, which was strongly opposed by the contractors, significantly reduces the apartment component linked to the construction input index. The rise in prices "

Cleaning a table just before the dissolution of the Knesset:

The Sale Law was approved this morning (Wednesday) in the Finance Committee for a second and third reading.

This is a severe blow to contractors who oppose amending the law according to which the first payment for the apartment, which constitutes 20% of the total price, will not be linked to any index.

Under the new law, only about half of the remaining 80% will be linked to the construction input index.

This means that only 40% of the price of the apartment will be linked to the construction input index - a significantly reduced percentage of the current situation.

In addition, it will be passed in legislation that from the day the law is passed the contractor will be obliged to pay compensation for late delivery in any case, and not like the day the purchasers have to file a claim.

It is important to note that in many cases delays in delivering an apartment result from a delay in issuing permits and slow conduct by the authorities and regulation.

In addition, once the law goes into effect, there will be no more linkage after the delivery date.

That is, even if the contractor is late in delivery, the price of the apartment will not continue to be linked to any index.

Work with the Supervisor of Banks in order to increase the mortgage in proportion to the increase in the index as it may be, thus enabling buyers to finance the index out of a mortgage and not take significant amounts out of pocket.

The chairman of the Finance Committee, MK Alex Kushnir (Yisrael Beiteinu)

: "And was joined by a broader government bill. We promoted the law as quickly as possible, understanding that the current situation could not continue, especially as the index rises and adds to housing prices."

Contractors: "Problematic timing"

As stated, the law was approved by the committee on the nose and wrath of the contractors' representatives, who vehemently opposed it.

The president of the Builders Association of Builders, Raul Srugo, said: "The Builders Association of Builders Association opposed the amendment as it will do nothing to cool the boiling housing market and most likely it will accelerate further price increases in the housing market and increase the uncertainty and difficulty of young couples and housing developers. Apartments. ".

An official statement from the Builders Association of Contractors stated that "it was clear to all partners in the discussion that root treatment of all the problems was required and that the current amendment is only a 'patch'. It is doubly problematic, because it comes at the worst possible time, when the crisis is at its peak, and the correction will only deepen the crisis and fuel further price increases. "
