A cinema, a wellness spa or even a golf course in the basement?

Builders in Grünwald are using a legal loophole and have generously expanded their basements.

The council responded.

Grünwald

– In the truest sense of the word, underground outgrowths have recently taken on the new buildings on the large areas in the north of Grünwald.

The ancillary facilities to be precise.

Some plots of land were apparently almost completely built with a basement.

The municipal council has now put a stop to this modern catacomb building by changing the B 35 development plan.

Thomas Lindbüchl (CSU): "Our name is Grünwald, but it won't stay that way if we continue like this.

Because no tree grows on one meter of humus above an underground car park.”

Real mole burrows

Wellness, spa and hobby areas as well as fitness rooms and underground wine cellars?

In some cases, the developers acted rigorously and apparently created veritable mole structures with an earth cover of 80 centimeters to one meter.

In the building supervisory authority, Stefan Rothörl heard: "That's another Grünwalder way." No, it couldn't go on like this.

Rothörl: "If I want everything on one property, a golf driving range below ground level, a shooting range, a cinema and a cellar bar, that's too much.

We see plans like this every day and have to evaluate them.” They just aren't presented to the building committee because the administration intervenes beforehand.

Underground constructions possible despite restrictions

Legal certainty is now required for this intervention.

The planning committee deliberated in two non-public meetings.

It's about the development plan, which applies to the entire municipal area, here specifically to the ancillary facilities.

The head of the building authority, Rothörl, advocated a nationwide regulation.

In it, 50 percent of the permitted floor area is used for ancillary facilities.

The larger plots of land in Geiselgasteig in particular have long access routes to the house.

That's why the municipality wants to continue to be generous and add another 20 percent of the area - on condition that the water can seep away at these points.

All in all, 70 percent of the permissible floor space can be mapped with ancillary facilities.

When a property owner plans underground structures,

Criticism: underground car park construction is made more difficult

Helmut Kraus (PBG) did not want to share this view.

He expects more differentiation from the administration.

On the one hand, exaggerated buildings with an apartment-like character must be prevented.

Unfortunately, there is now a side effect that underground car park construction is made more difficult: "For 30 years we have been exempting underground car parks if they have at least one meter of earth covering." Kraus thinks this regulation makes sense and wants to maintain it.

For him, the current draft resolution is a step backwards and a relapse in local development, he made a statement on the minutes.

Structural impact on slope areas

The building authorities countered the arguments with massive tension.

The struggle was not about the underground car parks, but about the excesses that have had a negative impact on the place.

There are many problems in the field of ecology and nature conservation.

The statics in hillside areas are also affected when everything is dug up.

Neighbors step in, come to the town hall and write letters of complaint.

Action is necessary.

Local councilor Ingrid Reinhart-Maier (Greens) thinks so too.

Environmental considerations have always played a major role for her.

She has experienced it herself in the area that land is being dredged.

“Not a blade of grass is left standing there.” Underground car parks are being built and nobody drives down.

An absurdity.

The municipal council voted 17:3 to change the development plan.
