Dear President Xi:

Please accept my warmest congratulations on behalf of the Singapore government on the 25th anniversary of Hong Kong's return to China and the establishment of the Hong Kong Special Administrative Region.

The Hong Kong Special Administrative Region has benefited from and contributed to the growth and development of mainland China under the "One Country, Two Systems" framework.

With the support of the central government, I am confident that Hong Kong will continue to thrive in the years to come and continue to benefit from the many economic opportunities brought about by close integration with the mainland.

As cosmopolitan cities in our respective regions, Singapore and Hong Kong enjoy a close and multi-faceted relationship.

Singapore also has extensive and substantial ties to mainland China.

This close partnership between Singapore and China has kept pace with the times.

Our cooperation, both in intergovernmental and national projects, continues to grow.

Singapore has also supported China's regional development strategy, including the Guangdong-Hong Kong-Macao Greater Bay Area.

Our joint projects such as Sino-Singapore Guangzhou Knowledge City and Sino-Singapore (Shenzhen) Smart City will contribute to the innovation-based development of the Guangdong-Hong Kong-Macao Greater Bay Area.

I am confident that Singapore and China will maintain the strong momentum of bilateral relations.

Singapore looks forward to continuing to work with Hong Kong to create new opportunities for our people and revitalize our region.

I wish you good health and look forward to seeing you again.
