For half a year there was a demonstration against the Corona policy in downtown Penzberg every Monday.

Supposedly there should now be a break over the summer time.

It is not known whether the demonstrations will continue.

The city has now answered a catalog of questions from the SPD about the rallies.

Penzberg – At the beginning of December 2021, the first registered demonstration against the Corona policy took place in downtown Penzberg.

Around 400 people gathered at the town square at the time.

Rallies erupted every Monday for the following months.

In January, the number of participants rose to around 1500, but then fell again.

The last demonstration so far took place on May 30th.

This was announced by the municipal regulatory office after consultation with the district office.

It was said that according to information from the last organizer to the police, no more such gatherings should take place over the summer.

It was therefore not said whether and when the demos would continue.

The city of Penzberg answered the questionnaire of the SPD

The Penzberg regulatory office has now formulated answers to the catalog of questions that the parliamentary group and local association of the SPD submitted to the town hall at the end of May.

Group leader Adrian Leinweber explained at the time that "questions from the population and from our own ranks were regularly brought to us".

These have been collected.

The organizers were exclusively private individuals and not parties

Head of the regulatory office, Joachim Bodendieck, presented the answers to the city council this week.

According to him, these were compiled with the participation of the district office, police and building yard.

When asked about the organizers, it was said that it was “exclusively private individuals and no political parties or associations”.

The people who registered the demonstrations are “mainly resident in Penzberg”.

The city said that there were no surveys on the origin of the demonstrations, but that according to its own observations it was a very heterogeneous group in terms of age, social and geographical origin.

Registered meeting topics varied over the months

At the beginning of 2022, the topics focused on the corona measures and, in particular, on compulsory vaccination.

Since the outbreak of the Russian war of aggression against Ukraine, peace has also been at stake.

The regulatory office gives excerpts of the meeting topics registered by the organizers, which it received from the district office: for example, compulsory vaccination, a division in society, children and young people, human rights, social cohesion and freedom without digital control.

The contents of the rally would have related to the respective meeting topics;

The regulatory office quoted a statement from the Penzberg police in coordination with the police headquarters in Upper Bavaria South that no criminal or other police-related content was found.

The city costs around 19,300 euros

When asked about the costs per event, the public order office said that they amounted to around 19,300 euros for the building yard from December to May.

Added to this are administrative hours.

The personnel expenses were therefore three to five employees at the building yard and one to three employees at the city administration, depending on the size and effort of the event.

The city could not provide any information on the number of police and emergency services.

As part of the 2021 police statistics, inspection manager Matthias Krümpel explained that 14 events related to Corona were supervised by 279 officers last year.

Basic law: The organizer can determine the time, place and duration himself

On the question of why large parts of the city center had to be closed for the demonstrations, it is said that the constitutional right of assembly makes it almost impossible for the responsible authorities to move meetings to other places.

Article 8 of the Basic Law gives the organizer the right to self-determination regarding time, place, duration and schedule.

As reported, the "Pro Inner City" association has already issued a statement at the request of the SPD.

He described the closures and bypasses as a stress test for the dealers, especially after the serious consequences of the lockdowns, but also spoke out "clearly and unequivocally for the freedom of demonstration guaranteed by the constitution".

There was no public statement from the city council regarding its position on the demonstrations, which the SPD had also asked about, at the city council meeting this week.
