The mayor of Rishon Lezion, Raz Kinstlich, announced last Thursday a groundbreaking historic agreement to evacuate "Range 24", as part of which an area of ​​about 1,300 to 8,000 dunams will be vacated in favor of tens of thousands of new housing units and a trinity. The area of ​​the coastal strip of the city.   

The draft agreement, which is expected to be signed between the Rishon LeZion Municipality and the Mashabat, was approved at the last City Council meeting.

At the meeting, the mayor presented the details of the agreement, as a result of which the coastal strip of the Rishon Lezion municipality is expected to triple itself and reach about three kilometers. 

In the area of ​​the city of Rishon Lezion, there is a military camp in an area of ​​about 7,500 dunams near the beach of Rishon Lezion.

The groundbreaking agreement with the Ministry of Defense does not determine at this stage whether there will be a full or partial evacuation.

This will be determined according to the position of the ministry, after examining the alternatives in the south of the country and within a year of signing the agreement.

But even now, if the evacuation is partial, it will be an evacuation of between 1,300 and 8,000 dunams that will be released back to the city. 

Open the sea 

The strip of beach in the area of ​​the city of Rishon Lezion is about six kilometers long, but currently only about 900 meters of beach are available to the public and residents of the city.

While nearly five miles are "imprisoned" in military use as part of a 24-hour range.

After clearing the range, another two kilometers will be added to the city's coastline - which will triple the size of the coastline.

The move will lead to the opening of additional access routes to the coast, which will release the congestion from the area of ​​arrival to the coast and make it easier for residents of the area and residents in general who have suffered from congestion on the only narrow access road to the sea so far.

The council also presented the economic model of evacuating the range, which presented a forecast according to which the amount for partial evacuation (8,000-1,300 dunams) was estimated at NIS 1.5 billion to NIS 2 billion;

While the complete evacuation (9,500 dunams) is estimated at NIS 2 billion to NIS 2.4 billion.

In addition, according to the most conservative forecast, the payment for the eviction will be refunded to the municipality in full from the marketing of land to housing, commercial and employment units - and even with a surplus.

This evacuation will also allow the construction of approximately 10,000 housing, commercial and employment units adjacent to the existing 1000 complex.

Some of the housing units are intended for affordable housing or housing with long-term rent.

In the area designated for urban development, a new multi-use district is planned in the west of the city, which will be built later on the 1000th complex - all as part of the Rishon Lezion urban vision, which is expected to grow by 100,000 residents and become the third largest city in the country.

In addition, commercial areas and in the more western parts, tourist development and open spaces along the coastal strip will also be established.

Most of the base area will eventually become a nature reserve where protected nature values ​​will be preserved and access to the beach will be possible.

The mayor of Rishon Lezion, Raz Kinstlich, said excitedly:

"For me as someone who was born and raised in the city all his life, evacuation from Range 24 was a dream that I am today as mayor, going to fulfill for all residents of the city. "About three and a half years ago, I set myself the goal of realizing my vision and returning the sea to the city's residents."
