The report also states that the By-Law on the Treatment of Dangerous Buildings, on which local authorities rely, was published in 1972 and is not detailed.

The Ministry of the Interior has not updated this law and has not issued a new by-law recommended for use by local authorities.

Of the 208 local authorities in the country that have a by-law on dangerous buildings, about 86% have old and outdated by-laws, which were enacted before 2010.

Comptroller Engelman called on the Ministry of Housing to conduct a national mapping of the dangerous buildings and to work on formulating a multi-year nationwide plan for the treatment of these buildings, especially in the peripheral areas.

Out of about 1,600 buildings that have been mapped and found that were built before 1980, so far about 470 schools are in the process of one treatment or another.
