Elisabeth Borne had been responsible for consulting the presidents of the opposition groups all week before working on the composition of her government.
With the idea of testing the idea of new coalitions, with the aim of stabilizing a very divided National Assembly, able to block government action.
But the Prime Minister had to quickly face the facts: it would be impossible to enter into such agreements as they stand.

After a last very studious weekend, to refine the last arbitrations, the composition of the new government has just been formalized by press release.
A repoliticized team, with fewer profiles from civil society.
But in the absence of an opening towards the opposition parties, Emmanuel Macron and Élisabeth Borne have in reality taken care to look after the expectations of two of its main partners: François Bayrou and Edouard Philippe.
Four wallets for Bayrou…
In some respects, the two men may have felt somewhat aggrieved when the first Borne government was announced.
The boss of the Modem, who has long defended the idea of appointing a more political Prime Minister, will be able to count on four ministers or deputy ministers from his ranks.
The French now know Marc Fesneau, who retains his portfolio of Minister of Agriculture and Food Sovereignty, which he has been in charge of since last May after having been in charge of relations with Parliament.
Two ministers are returning to the executive, after briefly leaving it.
This is Geneviève Darrieussecq, who inherited Disabled Persons from Jean-Christophe Combe.
Until last May, Geneviève Darrieussecq was Minister Delegate in charge of Memory and Veterans Affairs.
Sarah El Haïry, too, is back and takes up the theme of Youth.
His portfolio was renamed Secretary of State in charge of Youth and Universal National Service.
She had been released from the government after the appointment of Elisabeth Borne at Matignon.
Newcomer among the "MoDem" ministers: the appointment of Jean-Noël Barrot, in charge of the Digital Transition and Telecommunications.
An appointment that obviously did not make everyone happy.

Invited Sunday evening on LCI, François Bayrou had not sought to hide the obtaining of new portfolios.
“The composition of the government obeys a number of principles, including the balance between the forces that support the government (…) I'm here to watch over it,” he said.
… and two for Philippe
Edouard Philippe also takes a little more influence within the executive.
He could already count since May 20 on Christophe Béchu, appointed at the time in charge of local authorities with Amélie de Montchalin, Minister of Ecological Transition and Territorial Cohesion.
A strong promotion is offered to him, since he will simply replace his former minister, beaten in Essonne during the legislative elections against Jérôme Guedj.
Deputy Agnès Firmin le Bodo joins her comrade.
Re-elected two weeks ago in her seventh constituency of Seine-Maritime, the spokesperson for Edouard Philippe's Horizons movement becomes Secretary of State in charge of People with Disabilities.
Emmanuel Macron and Élisabeth Borne have not forgotten either the friends of Agir, who also have two portfolios.
Franck Riester is leaving his delegate minister in charge of Attractiveness to replace Olivier Véran in his post as deputy minister in charge of relations with Parliament.
This game of musical chairs allows Olivier Becht, former president of the Agir group in the Assembly, to take his portfolio.
