Ukrainian President Volodymyr Zelenskyj has called for the country to start rebuilding quickly and not wait until the end of the Russian war of aggression.

Much must be done immediately, Zelenskyj emphasized in his daily video speech on Monday evening.

In the areas alone from which Russian troops have been driven out, there are tens of thousands of destroyed houses.

Ukraine must also prepare for the winter now, among other things to secure the energy supply.

Large parts of the economy have been paralyzed by fighting and Russian attacks, thousands of companies are standing still.

The Ukrainian government wants to finance the reconstruction of its war-torn country to a large extent with Russian money.

According to estimates, at least 750 billion dollars (almost 720 billion euros) are needed, said Prime Minister Denys Schmyhal on Monday at the first major reconstruction conference in Lugano, Switzerland.

Reconstruction is a "common task of the civilized world," said President Volodymyr Zelenskyy via video link.

"This conference can become the first major step in the historic victory of the democratic world," he said.

According to Schmyhal, the assets of the Russian state and oligarchs, which are frozen around the world, should be used around 300 to 500 billion dollars.

His country has already lost $100 billion worth of infrastructure.

Lawyers, on the other hand, emphasize how difficult it is to confiscate and spend frozen assets.

Judgments before international courts may be necessary.

Oligarchs would have to be shown direct responsibility for contributions to the war.

Schmyhal presented around 1,000 representatives of donor countries as well as international organizations and financial institutions with a hundreds of pages of reconstruction plans.

Ukraine is striving for an economic miracle, he said, and is counting on partners who can contribute not only money, but above all expertise for "smart cities".

Individual countries should get involved in individual regions and promote reconstruction there according to the most modern standards.

Ukraine News: Country needs help

Grain exports must be pushed.

"Then the Ukrainian farmer gets his money, the world gets more grain and the Ukrainian state gets foreign currency," says Josef Schmidhuber, deputy director of the Trade and Markets Department of the UN agricultural organization FAO, the dpa.

Around 20 million tons of grain cannot be exported because Russia is blocking the Black Sea ports.

According to FAO estimates, there will soon be 50 million tons of fresh wheat, corn, barley, oats, rye and other species.

There are silos for only about 60 million tons.

Exporting by rail is difficult because the Ukrainian and Polish railways have different track widths, and there is a lack of handling capacity on the Danube.
