" is accelerating in Kherson, the first major city captured by Russia, at the beginning of March.
Sergey Eliseyev, a 51-year-old Russian citizen, has arrived from the Russian exclave of Kaliningrad to take over the region of southern Ukraine.
A graduate of the Academy of the FSB - the Russian internal security service with ever-increasing power and importance -, Eliseyev previously held the post of first deputy to the governor of Kaliningrad.
It was the head of the "
military-civilian administration
" of Kherson, Volodymyr Saldo, a former mayor who moved to the pro-Russian side after the capture of the city, who announced the appointment on his Telegram account.
Saldo had been appointed to this position by the Russian army last April.
