Russian President Vladimir Putin appears to be completely exhausted as he struggles to open his eyes during a meeting with his defense minister, Sergei Shoigu.

According to a report by the British "Sun", Putin, who is rumored to be undergoing exhausting treatments for cancer, was seen in the video with his face swollen and his eyes blurred until the photo of the Russian news network RT was mysteriously interrupted when he appeared to be asleep.



Putin, 69, was seen at a meeting in the Kremlin leaning over his desk and enthusiastically congratulating his troops on the "liberation" of the Luhansk region of eastern Ukraine.

Sitting in a staged meeting for television, Putin seems worn out when he tells forces that fought in the campaign to occupy the strategically important area "rest and develop their fighting capabilities."



The Russian leader - who is rumored to have Parkinson's or terminal cancer - stuttered during his remarks and seemed to be almost dozing off.

All three senior officials - from the National Intelligence Agency, the U.S. Air Force and the Defense Intelligence Agency (DIA) - warned that the isolation in which Putin finds himself makes it difficult for U.S. intelligence to assess his status and health.



At the same time, there are reports that people close to Putin and senior Kremlin officials are already plotting to oust him from power and may use his poor health as an excuse for the move.

Former Moscow CIA chief Daniel Hoffman has claimed that Putin's associates will try to overthrow the president if his invasion of Ukraine starts to get too complicated.

"These guys who are going to do this are going to be very secretive about it, so that Putin does not discover them and kill them first," Hoffman said.

"It will happen suddenly. And he will die."
