The RVD stated that it is taking a multi-pronged approach to proactively investigate suspected offences under the Landlord and Tenant (Consolidation) Ordinance for the regulation of tenancy, including:

The relevant crime includes overcharging tenants with money that is not of the type permitted by the Ordinance. , or overcharge the reimbursement of charges for specified utilities and services, including utilities.

A fine of $10,000 can be imposed on conviction and a fine of $25,000 on re-conviction.

The authorities appeal to the public to report to the Valuation Department as soon as possible if they are suspected of committing a related crime, including calling 2150 8303, emailing to enquiries@rvd.gov.hk, faxing (2116 4920), mailing or visiting the Valuation Department office in person.
