The HKEAA announced earlier that the examination rules will be relaxed, allowing most subjects of the Diploma of Secondary Education Examination (DSE) to be taken in the Mainland from 2024.

Cai Ruolin, newly promoted to the Secretary for Education, said in response to a question from members of the Legislative Council today (6th) that she is studying the establishment of additional schools in Hong Kong that offer mainland courses to recruit children of mainland talents, that is, future non-local high school courses may have Mainland college entrance examination options.

It is understood that the school in question belongs to the same private school as the international school.

Cai Ruolian continued that although students studying non-local courses do not need to take the DSE exam, they should still take the "Civil and Social Development subject" in Secondary 4, emphasizing that all students should develop a sense of nationality from primary school.

In response to questions from members of the Legislative Council, Cai Ruolian pointed out that she is considering adding "Mainland courses" to non-local courses to recruit children of mainland talents.

Member of the Legislative Council Election Committee, Mr Wong Yuen-shan, asked whether the government would accept students from the Greater Bay Area in DSS schools.

Cai Ruolian responded that the development of the Greater Bay Area is "very encouraging and welcoming", and the Education Bureau is exploring the establishment of additional schools in Hong Kong that offer Mainland courses, "including possibly offering some Mainland courses in Hong Kong, that is, specializing in non-local courses. For mainland talents or families, the education of their children needs to be a school with service courses", hoping to further promote the integration of the Greater Bay Area.

This move means that, in addition to major international high school courses such as DSE, International Baccalaureate (IB), British College Entrance Examination (GCE), and International General Certificate of Secondary Education (IGCSE), the high school courses in Hong Kong schools may also be added. The national unified examination (gaokao) for the admission of ordinary colleges and universities in the Mainland.

Thousands of students in DSS secondary schools are required to take Citizenship in Secondary 4 of non-local courses

Chu Kwok-keung, a member of the Legislative Council of Education who is also the vice-chairman of the Federation of Education, raised an oral question and asked about the information on non-local courses in civics that do not provide Chinese and DSE high school courses.

Cai Ruolin responded that there are currently a total of 80 DSS schools in Hong Kong, including 59 secondary schools and 21 primary schools, of which 17 DSS secondary schools additionally provide non-local courses in Secondary 5 and Secondary 6.

According to the September data of the 2021/22 school year, the number of secondary school students in Hong Kong is 325,927, of which 1,125 are studying non-local courses in DSS secondary schools, accounting for 0.35% of the total number of secondary school students in Hong Kong.

She went on to point out that at present, all DSS school students are required to study Chinese, so all DSS schools offering both local and non-local courses must provide Chinese as their core language subject for students studying non-local courses; Students studying in non-local courses should take the civics subject of the DSE high school curriculum at the fourth stage.

Cai Ruolin also said that under the current school curriculum, students in local schools, including students studying non-local courses in DSS schools, have been educated since primary school in a learning atmosphere that fosters national values, positive values and attitudes, rather than DSS schools that offer fewer non-local courses will form "sister schools" with mainland schools and organize mutual visit activities. Many schools have planned to allow students to resume participating in mainland inspection activities, but it still depends on the development of the epidemic and "customs clearance" Arrangements can be made to determine whether or not it will work.
