A 51-year-old man and his 23-year-old son, with whom the 14-year-old girl was dating, were arrested Thursday in connection with the murder. The young woman was found at the end of June in a hotel in Morelos: she had been stabbed more than 30 times.

Kimberly Melissa Díaz Ortíz, a 14-year-old teenager, was found dead in a hotel in Morelos on June 26.

This Wednesday, the authorities of that Mexican state reported that they arrested two men in connection with her femicide.

Jorge Alberto 'N', 23, was arrested on Tuesday in the municipality of Lázaro Cárdenas, Michoacán, after investigations pointed him out as the main person responsible for Díaz's murder.

The young man's father, Jorge 'N', 51, was arrested a day earlier in the same Michoacan municipality.

According to authorities, the father of the young man took him and his victim to the motel on Saturday night, June 25, and left them there.

On the morning of the 26th, he picked him up alone and they fled the scene, leaving Díaz's body wrapped in a sheet inside the room.

The next morning, when the rent on the room was due, hotel employees knocked on the door and, seeing no answer, entered with a spare key.

Then,

they discovered the teenager wrapped in sheets with the black blouse and shorts that she was wearing stained with blood

and alerted the authorities.

Díaz's femicide causes outrage in Mexico and specifically in the state of Morelos, where several feminist collectives demonstrated to demand justice on June 29 in front of the Cuautla city hall.

Díaz and Jorge Alberto had started dating in early 2022 in that city.

Her relatives had reported Díaz as missing on social networks since Friday, June 24, but did not file a formal complaint.

The Supreme Court of Justice proposes an anti-femicide law

The Supreme Court of Justice of the Nation (SCJN) of Mexico delivered this Wednesday to the Senate and the Chamber of Deputies a draft initiative of the General Law to Prevent, Investigate, Punish and Repair Femicide with the aim of strengthening the conceptual and legal definition of this type of crime, explained the minister president of the organism, Arturo Zaldívar.

“One of the problems that the issue of femicide has structurally is that the type of femicide is not adequately and uniformly defined.

Each state conceptualizes it in a different way and this prevents normalizing the research protocol, since the types are different,” Zaldívar explained.

According to the document presented, the bill seeks to respond to the “serious situation” that the country is facing in the face of a wave of femicides, which remains one of the greatest scourges for the country.

And this situation, the document reads, "is exacerbated due to the absence of clear and uniform standards that guarantee the punishment of femicide violence and the lack of impartial, serious and exhaustive investigations",

something that usually translates into impunity, a systematized problem that contributes to generating a context of structural violence against women.

Zaldívar specified during a work meeting with the Permanent Commission in the Senate in which he delivered the document to the president of the Upper House, Olga Sánchez Cordero, that the initiative took as an example the Inter-American Model Law to Prevent, Punish and Eradicate death Violence of Women and Girls.

“And we want to say something very important: this law is not exhausted in the punitive aspect;

rather, it establishes, first, prevention measures;

second, special rules for research;

as well as assistance, protection and comprehensive reparation measures.

I think this is essential.

It is not a punitive law, but it is a law that seeks to prevent and provide comprehensive reparation,” explained the minister president.

In addition, the law also includes the obligation to issue a national femicide investigation protocol, in a country where between 10 and 11 women are violently murdered every day.
