Smoker assumed the post of U.S. consul general in Hong Kong and Macau in July 2019, and it is reported that he is about to step down.
During this period, large-scale demonstrations were triggered in Hong Kong due to the revision of the Fugitive Offenders Ordinance, the implementation of the "Hong Kong National Security Law", and the revision of the electoral system.
