Previously, Fryba, environmental consultant Bernhard Faschinger (independent), Sabrina Horneck from the building administration and the lower nature conservation authority had dealt with the creation of flowering and fallow areas.

The Transport, Environment and Energy Committee has already discussed this.


For some of the 18 areas, the suggestion was that the municipality should not undertake any upgrading - for example in Finsing near the biogas plant or on Föhrenweg at the substation.

In other areas, farmers want to be informed about funding opportunities for voluntary measures - on an area complex at Finsinger Weiher or on an area at Sauriaßl south of the cemetery.


However, there are also plots of land on which the municipality is planning specific measures.

One of them is east of Torfstraße opposite the church in Eicherloh.

According to Fryba, an eco-account data sheet for a sub-area is available here, but has not yet been implemented.

Instead of forest, species-rich grassland would make more sense.

The committee proposed allowing sheep to graze the area.

The nature conservation authority also thinks that makes sense.

This year and 2023 the area is to be grazed before 2024 a transfer of grass cuttings for species enrichment takes place.

A similar approach is to be taken in Vorderen Finsingermoos on Großsenderstraße.


In the rear Finsingermoos, near Strampfbach - these are compensation areas that have already been booked -, trees (meadow wood) are being planted to displace the balsam.

The area of ​​the old Finsing landfill site on Neuchinger Weg must become forest again - a requirement of the Office for Food, Agriculture and Forestry (AELF).

Nothing can be done about the pit on Neuchinger Weg, half of the area has already been reforested.

The rest will be planted once the fill is complete.


In the case of areas along Torfstrasse and Ismaninger Strasse, each around three meters wide, one wants to wait for information about the change in the closure obligation.

Here, however, the creation of a species-rich border would offer itself, which would have a great effect on insects.


A model compensation area with a large range of species and extensive grassland - probably also protected according to the municipality - is the area between the industrial park/state road 2082 and the Isar Canal.

According to Fryba, plant species such as burnet and scabious knapweed as well as numerous butterfly species such as skipper butterflies and blue butterflies can be found here.

"This mowing material would be very suitable for the mowing material transfer in 2024," explained the manager.


An eco-account area in Hinterer Finsingermoos, north of Ismaninger Strasse, has already largely achieved its development goals.

It can thus be included in the eco-account and earn interest.

If necessary, it can be used as a compensation area.


Other areas have not yet been upgraded and should therefore be removed from the eco-account again.

Such areas are located, for example, at the pumping station on Seestrasse in Neufinsing or on Eicherloher Strasse between An der Dorfen and Am Almweg.

The board decided to remove it.


Gertrud Eichinger (SPD) wanted to know what the overall eco-account would look like.

"It is sufficient, we have also coordinated this with the specialist authority," said Mayor Max Kressirer and explained that there are always problems with the subsidy for farmers if an eco-account has been created but the measure has not been implemented.

Therefore, there was a recommendation to remove various areas.


Fryba added that a landscape architect was once commissioned to examine all areas that could be ecologically enhanced.

“But we never implemented a lot.

These are normal farmland that are leased.” They can be reactivated at any time with a new eco-account data sheet and a new use.


Eichinger asked why these goals were not implemented.

"Because we bought other areas that were not as good for agriculture as the existing fields in the eco-account," explained Fryba.

There were other reserve areas, but the demand for these plots of land was not there.
