2021 was a good year for the municipality financially - especially in terms of tax revenue.
The municipality recorded “extraordinary income at an astronomical level”, especially with the real estate transfer tax, as treasurer Martin Butz reported at the most recent municipal council meeting when he presented the 2021 annual accounts.
Rottach-Egern - 1.607 million euros flowed into the municipal account solely due to property transactions.
In general, tax revenue is the most important and largest source of money, even if trade tax, at around 4.33 million euros, was 500,000 euros lower than in the previous year 2020. Income tax generated a share of 4.36 million euros, second home tax flushed 1.27 million euros in the coffers.
Sales tax brings in around 602,000 euros, and Rottach-Egern benefits from the dog tax with 38,400 euros.
The
administrative
budget increased in 2021 in terms of income and expenditure to 24.203 million euros (previous year: 23.906 million euros), of which 14.773 million euros are income.
According to the chamberlain, this also includes general allocations from the state amounting to 101,818 euros, which were transferred to Rottach-Egern as compensation for lost spa and tourism contributions, as well as an advance payment of a good 178,000 euros as compensation for trade tax.
However, according to Butz, the compensation for the trade tax was paid back this January because Rottach-Egern was not entitled to do so due to the actual income in 2021.
According to the annual accounts, almost 1.8 million euros from rentals and leases represent a significant item in terms of income.
As far as the expenses of the administrative budget are concerned, the municipality was able to largely meet or even fall short of its estimates.
The expenditure for personnel costs of 3.55 million euros remained almost unchanged compared to 2020, according to Butz.
The municipality managed to spend 733,000 euros less on administration and operation: the bill totals 4.168 million euros.
Annual accounts 2021 from Rottach-Egern: Above all, the district levy has increased
The district levy has increased by 56,000 euros and is thus significantly higher than in 2020.
It amounts to 5.339 million euros and is determined on the basis of the tax capacity for 2019.
This amounted to 1769.34 euros per inhabitant.
Rottach-Egern can allocate 4.214 million euros, the surplus from current income minus expenses, to the
asset budget
.
In terms of income and expenditure, this includes 13.219 million euros.
According to Kämmerer, 4.522 million euros could be invested in structural measures, with 4 million euros alone for the municipal housing project in Ellmösl being carried over to the next financial year as the remainder of the budget.
The community has a pleasing amount of money on the high edge: 16.672 million euros was the
reserve as of December 31, 2021. The
debt
, on the other hand, is 3.742 million
.
2 million euros relate to the community centers in Ellmösl, for which an interest-free loan was granted.
At the end of 2021, each of the 5771 residents was in debt with 648 euros.
"The state average for municipalities belonging to a district is 765 euros," reported Butz.
If you include the pro rata debt of the school association in the amount of 2.1 million euros, then the per capita debt is 1016 euros.
The treasurer's
summary
was initially positive: the community is financially solid, reserves allow a fundamentally positive view of the future, also taking into account upcoming investments such as the new building of the town hall.
"Price increases in all areas and the general economic situation at the moment leave it open, however, whether the tax revenues, which have been consistently high for years, will continue to bubble up," says his preview.
For the municipal councils, everything had been said about the 2021 annual accounts, and they unanimously approved them.
The Audit Committee now has to deal with it.
