The Russian occupation authorities presented a new flag in the occupied part of the Kharkiv region.

It could be an indication of the Kremlin's broader territorial goals.

Kharkiv - In the Ukraine war, the Russian army envisaged new targets after taking the Luhansk region: Among other things, the areas of the Donetsk region with the larger cities of Slovjansk and Kramatorsk that are still in Ukrainian hands.

According to the Ukrainian general staff in Kyiv, attacks are also underway in other parts of the country, for example in the Kharkiv region.

A clue for the ISW is the fact that a new flag has been presented to the public by the occupation authorities.

This shows the Russian imperial double-headed eagle and symbols from the Kharkiv coat of arms of the 18th century.

According to the ISW analysis, other signs of this are the rapid establishment of a civilian administration on July 6 and the imposition of martial law in the occupied areas of the Kharkiv region on July 8.

This shows that the Kremlin is aggressively pursuing the legitimacy and consolidation of power of the occupation government of the Kharkiv region.

The conclusion: the Kremlin intends to annex the region and not establish a "people's republic".

This would expand the Kremlin's original official war aims.

This originally included the inclusion of neutrality in the Ukrainian constitution, the recognition of Crimea as Russian territory and the recognition of the Donetsk and Luhansk People's Republics as independent states.

If the ISW analysis proves true, Russia apparently wants to take over parts of Ukraine as its own territory.
