White House National Security Adviser Jake Sullivan told a news briefing that Biden would present in his speech the US vision and strategy for involvement in the Middle East.
Sullivan said Biden would emphasize in his speech that the United States would not allow a vacuum that would give Russia and China an opportunity to increase their influence in the Middle East.
"Russia, China and Iran are the countries that oppose this visit," he said.
Another issue that will come up in the visit is the increase in the rate of oil production by Saudi Arabia.
Sullivan said that in the coming weeks, Saudi Arabia and the group of major oil-producing countries will announce further steps to increase oil production.

White House National Security Adviser Jake Sullivan told reporters on Air Force 1 en route to Saudi Arabia that opening the Saudi skies to Israeli planes is a "cool" development.
