Bad Heilbrunn – With the purchase of land in the town center, the municipality of Bad Heilbrunn moves enormous sums – and has accumulated considerable debts.

In the next few years, however, these should drop significantly, announced Mayor Thomas Gründl at the most recent municipal council meeting.

The councils unanimously approved the budget and the budget bylaws.

The figures are associated with a certain degree of uncertainty, Gründl admitted: "I hope that the revenue development will continue like this.

But no one can foresee that.” The municipality has recently invested heavily, for example in the purchase of the Strauss property and the park villa.

This is reflected in the level of debt, which has grown from 1.3 million to 2.9 million euros since 2018.

If everything goes according to plan, a good 400,000 euros a year should be repaid by 2025, leaving only 1.2 million euros in debt in four years.

Reserve is to grow through property sales

There is also likely to be a lot of back and forth in terms of reserves over the next few years.

At the beginning of this year they were around 600,000 euros.

Land sales should ensure that the reserve grows by 3.1 million euros in the coming year.

The money will then flow into the construction of the daycare center.

By the end of 2025, the municipality wants to have around 890,000 euros on the high edge.

What should be taken into account when looking at the extensive figures: The Kurfürstin area, which stretches from the town center via the B 472 to the Zwieselhang, does not appear in the budget.

The reason: The municipality processed the purchase in 2015 via the Bayerngrund company.

The area cost ten million euros at the time, of which 8.67 million euros are still owed, reported Gründl.

According to the budget, these areas are to be “gradually developed”.

The municipal council had set a period of 15 years for this.

Plots of land should mainly be awarded to local builders, and the children's home is also to be built on the site.

The income from the sale of the land should cover the purchase price.

It is always instructive to look at what is known as the “allocation to the asset budget”.

This value indicates how much equity a municipality can put into investments.

In 2017 it was still 1.3 million euros, by 2021 it had fallen to 432,000 euros and is expected to rise again this year to 981,500 euros.

Income tax is the largest source of income

The budget volume is 11.3 million euros and is thus higher than in the previous year (10.4 million).

By far the largest source of income is the participation in income tax with 2.9 million euros.

This is followed by the trade tax (1.4 million euros), the grants for the kindergarten (910,000 euros) and the key allocations (715,000 euros).

This refers to allocations from the municipal financial equalization system, which are intended to mitigate the differences between the individual municipalities in terms of tax capacity.

More trade tax than in the previous year

Konrad Specker was particularly struck by the fact that the income from trade tax is significantly higher this year than in the previous year.

He wanted to know whether the reason for this was the increase in the trade tax rate or the designation of areas in the industrial park.

Gründl was not able to quantify this exactly: "But the increase will certainly have an effect."

The largest expenditure item in the household is the district levy, which is constantly increasing and is now almost 2.3 million euros.

This corresponds to almost a third of the administrative budget: "The district levy considerably restricts the financial freedom of movement," says the budget.

In the next few years, the municipality expects increasing tax revenue from the development of the Kurfürstin area.

Overall, the municipality's financial situation is "ordered" according to the budget.
