The presidents affirmed their firm commitment to Syria's sovereignty, independence, unity and territorial integrity, and the purposes and principles of the United Nations Charter, and stressed the need to respect these principles globally, expressing their determination to continue working together to combat terrorism in all its forms and manifestations.

In their statement, they denounced the increasing activities of terrorist groups and their affiliates with different names in different regions of Syria, stressing the need for full implementation of all previous agreements regarding the de-escalation zone in Idlib.

They stressed their rejection of all attempts aimed at creating new facts on the ground under the pretext of combating terrorism, stressing their determination to stand in the face of separatist plans aimed at undermining Syria's sovereignty and territorial integrity.

The three presidents affirmed their continued cooperation to eliminate all terrorist groups, institutions and entities, noting that there can be no military solution to the crisis in Syria and that it can only be resolved through the political process led by the Syrians and facilitated by the United Nations.

The leaders of the guarantor countries drew attention to the need to facilitate the safe and voluntary return of refugees and internally displaced persons to their places of residence in Syria, calling on the international community to make contributions to the process and to develop recovery projects and basic infrastructure, especially water, electricity, sanitation, health, education, schools and hospitals.

The heads of the guarantor states condemned the continuation of the Israeli attacks on Syrian territory, stressing that these attacks violate international law and Syria's sovereignty and territorial integrity, destabilize stability and increase tension in the region.

The presidents agreed to assign their representatives to prepare for the nineteenth international meeting on Syria in the Astana format by the end of this year, when it was decided to hold the next tripartite summit in Russia at the invitation of President Putin.

In a press conference at the end of the meeting, Raisi said: The unity of the Syrian territories was emphasized and that Syria’s sovereignty must be preserved in all parts of the country. From this point of view, the American presence in the Jazira region, under any pretext, was unjustified, and they had to leave that region and that all regions be Syria is under state control.

Raisi pointed out that there are concerns about the presence of terrorists in Idlib and in other areas, which requires a serious will of all countries to combat terrorism, and we are confident that the determination and real will will bear fruit with regard to combating terrorism, pointing out that the heads of the guarantor countries affirmed during their summit today to continue the fight against terrorism in Syria. .

Raisi explained that cooperation between the guarantor countries, along with cooperation with the Syrian state, is necessary to establish security in Syria. He said: We believe that the Astana formula is successful and its results were good for the stability and security of Syria, and this approach must continue in order to restore the sovereignty of the Syrian state over its various lands.

Raisi indicated that during the meeting, it was emphasized the continuity of providing humanitarian aid to the Syrian people and working to reduce the economic problems they suffer and to provide the ground for the immediate return of Syrian refugees to their country as soon as possible, noting that the heads of the guarantor countries agreed unanimously to condemn the Israeli attacks on Syrian territory and the necessity of stop it.

For his part, Putin said: The meeting of the leaders of the guarantor countries of the Astana process was useful and constructive, as we discussed in detail the urgent issues regarding Syria in accordance with the joint declaration, and we affirmed cooperation and joint action between Russia, Iran and Turkey in order to stabilize the situation in Syria, noting that the three countries share views on a political settlement in accordance with the resolution. UN 2254 and to abide by all the principles necessary to respect the sovereignty and territorial integrity of Syria, and that the future of Syria will be decided by its people without prejudgments from outside.

Putin added: Today we discussed the issue of combating terrorism in Syria, and thanks to the joint action of the three countries, the level of terrorist threats has recently decreased after the defeat of terrorist organizations such as (ISIS), as the Syrian state regained control of most of its territory, and we will continue to fight terrorist organizations in Syria until its final defeat.

Putin indicated that the heads of the guarantor countries discussed the current situation on the Syrian island and said: We note that some countries are trying to maintain their military activity there, and the authority of the Syrian state must be imposed on the region.

Putin stressed the importance of helping all Syrians return to normal life, calling on the international community to increase humanitarian aid to restore life in Syria and restore hospitals, schools and other infrastructure, all of which will provide a platform for the permanent return of Syrian refugees to their homes and homes.
