The Russian Defense Ministry announced its intention to change the procedures for the passage of ships along the northern sea lane and to allow entry to the sea route after obtaining permission from Moscow.
This came in an explanatory memorandum of the Ministry regarding the proposed changes to the law “Inland sea waters, the territorial sea and the contiguous zone of the Russian Federation,” according to the Russia Today website.
In its memo, the ministry stressed the need for foreign and military ships to obtain permission through diplomatic channels 90 days before the voyage and said: "No more than one foreign ship can be present on the territory of the Northern Sea Route without special permission from the government."
The ministry indicated that foreign submarines must cross the North Sea Route on the surface and under their flag and suspend the entry of foreign warships into the inland waters for passage for a certain period.
And Dmitry Medvedev, deputy head of the Russian Security Council, confirmed last January that the Northern Sea Route is under Russian jurisdiction and Russia takes decisions on it.
