In the investigation, which dealt with failures on the subject, it was announced that there is a significant shortage of staff - butchers, internal inspectors, external inspectors and team leaders, in slaughterhouses abroad, which causes an increase in their salary - sums that are ultimately passed on to the Israeli consumer. Last March, a slaughter school was established as a solution to the huge shortage , but it was closed three months later, after training only ten staff members, for unclear reasons. Chief Rabbi Yitzhak Yosef claimed that the Rabbinical Council should be convened to discuss the issue, but sources involved in the field say that it was external pressure that led to the closure of the school. So far, only two Examiners in Israel examine potential slaughterers and approve them to go abroad.

In a letter sent to the members of the National Kosher Committee, Rabbi Yitzhak Ralbag, Rabbi Yitzhak Levy, Rabbi Eliezer Simcha Weiss, Rabbi Shmuel Eliyahu, as well as Rabbi Avraham Bohbut who heads the overseas slaughter department, the rabbis said that there is no reason why they should not be designated as team leaders and thus fill the immediate lack.

They also said that they would be able to train staff quickly and without unnecessary regulation.

"We appeal to your honor to please approve us as team leaders in slaughtering abroad by virtue of our position as slaughterhouse rabbis in Israel, a position equivalent (and even more so) to a team leader in slaughtering abroad," they wrote.

"In addition, we are interested in proposing that every candidate for a practical test in any position on behalf of the Shehal department can pass the approval and examination of three different slaughterhouse rabbis in order to solve the manpower shortage in slaughterhouses abroad," they added.

The rabbis, from one of the largest slaughterhouses in Israel - the "Dabah" slaughterhouse in Deir al-Assad, "Adom Adom Tnuva" Beit Shan, "Bekarna" in Haifa and the rabbi slaughterhouse in Rikha, stated that in the past the rabbis of a slaughterhouse in Israel served as team leaders "and we are asking for a new one as a promoter" They stated that most of them are familiar with slaughtering abroad and have worked in factories around the world.

"In our role today, we are required to deal with complex situations both in managing a diverse kosher team and in strict compliance with the practices of the Harar, despite enormous pressure from the local merchants and factories, as well as in halachic rulings on complex questions.

In addition, we are required to represent and enforce the practices of the Rabbinate in the slaughtering of the various Bedzim who work in the slaughterhouses. The challenges facing us are many and impossible to solve.

"In addition to the management skills required here, one should be well-versed and experienced in all the various slaughtering roles, starting with slaughtering and knife inspection, face inspection, external inspection, knowledge of front and back punctures, supervision and kosher markings, and differentiating handling of the marking of the prey and ending with the construction of appropriate procedures for the complex work in the current reality," we noted.
