The negotiations between the teachers union and the Ministry of Finance remain stalled, this after yesterday (Monday) the finance representatives presented an outline for a new salary agreement, which the teachers rejected.

The Ministry of Finance claims that the proposal they presented, according to which beginning teachers will receive NIS 9,000 per month, was "very generous" and even "surprised" Histadrut Secretary-General Yaffe Ben David. On the other hand, the Histadrut teachers are not satisfied with raising the salaries of the beginning teachers, and demand that their salaries be raised as well of the veteran teachers.

Minister of Education Yifat Shasha-Biton commented on the negotiations at the Dimona real estate conference, saying that although "there is progress" in the new proposal passed by the Ministry of Finance, "we have not reached rest and peace." According to her, "we must not give up on the teachers who are today in the system.

In order to create a situation of retention of teaching staff, one must also give a developmental horizon and the ability to advance in terms of salary.

"Even teachers with 15 and 20 years of seniority can still go out for Chapter B even in the aspect of professional development and must stop this," asserted Shasha-Biton.

"We continue to fight to be able to open the year with real news for Israeli teachers and to maintain the current teaching force.

"I am often asked who I represent," added the Minister of Education, who was praised by the teachers' union for supporting them, "I represent our students, the parents who want a good education and want stability. Without teachers there is no education system and without educational institutions we cannot achieve the educational activity, therefore, it cannot be dismantled. In order to give a good education to the children, we need to take care of manpower and the expansion of educational institutions," she said.

She also said that many efforts are being made to open the school year.

"The Treasury should know that every day that passes and we do not sign the salary agreements is a critical day, and people continue to flow out of the system. We must stop this bleeding and I sincerely hope that in the coming days it will be possible to sign the final agreement. The principles are clear, we know what it takes for this to happen. All that is needed is just to sign."

Finance officials said that the Secretary General of the Teachers' Union asked for time to consult and make a decision on the latest proposal, and therefore the parties are expected to meet again in the coming days. The studies, it will be on the heads of the Minister of Finance and the Prime Minister."
