A new procedure in the Civil Administration allows Palestinians to submit an application to regulate an illegal settlement that was built before 2011. Under the heading "Submitting an application to regulate residences for the Bedouin sector", it is possible for Palestinians to submit a request to delay the execution of a final order to stop work and demolition in the Bedouin sector.

At the same time, a new procedure was published that will make it dramatically easier for Palestinians to build outside the settlements.
In the published procedure, it was established that "the head of the Civil Administration has the authority to exclude individual cases, in special circumstances, from the need for the accepted publication procedure, among other things, according to considerations of special importance to public order in the area, if there is an existing building in the area designated for allocation and if the allocation project is limited in scope."
The meaning of the decision is that there will be no need for further publication other than the publication of the tender in order to build.
The settlements fear that the meaning of the decision is that Palestinians will be able to start construction adjacent to the settlements - without them being able to oppose it.

A third procedure that provokes outrage is in accordance with the ruling of the High Court of Justice, which states that any publication of construction in Israeli settlements must also be in the Arabic language, something that does not exist in all the territories of Israel but only in Yosh.
From the point of view of the settlers, this is also a significant additional cost, but also many objections that will come to plans that do not affect the Palestinians at all, within the settlements themselves, and another difficulty in the Sisyphean way of approving housing units in Judea and Samaria.

"These are draconian processes that are carried out in the dark without any cooperation, discussion or planning and inspection procedures," enraged the head of the Efrat Council, Oded Ravibi.
"This is a war on settlement without anyone noticing. They are encouraging construction in areas C and simplifying the settlement process while there is increased enforcement on the Jews."
The Unit for Coordination and Linking of Government Actions in the Territories stated in response: "The procedure regulates in which cases allocations and permissions for planning of state lands will be published in the Yosh, and does not deal with applications for building permits or distinguish between the different populations."
