Syria confirmed that the Israeli occupation authorities' escalation of the pace of work in the scheme to build wind turbines on the occupied Syrian Golan, through the increase in the number of these turbines and the expansion of land seizure operations to set them up, constitutes a grave violation of human rights and international humanitarian law.

Syria's permanent representative to the United Nations in Geneva, Ambassador Husam El-Din Ala, said in a letter addressed to the United Nations High Commissioner for Human Rights, Michelle Bachelet: that Syria has repeatedly warned of the health and environmental risks of this settlement scheme for the people of the occupied Syrian Golan, as it reflects moving forward in its implementation in a way It is clear the intransigence of the Israeli occupation in implementing a systematic and relentless discriminatory settlement policy in the occupied Syrian Golan and against its people, in violation of all relevant United Nations resolutions taken by its various organs represented by the General Assembly, the Security Council, the Economic and Social Council and the Human Rights Council, including the resolution issued by the Human Rights Council Human Rights in its forty-ninth regular session entitled (Human Rights in the Occupied Syrian Golan).

Ambassador Ala added: It must be recalled that the illegal actions involved in the scheme, including confiscation and appropriation of lands, deliberately causing permanent environmental and health damage, and the existence of a premeditated intention to displace the residents of the targeted areas constitute a flagrant violation of the rules and principles of international law related to the duties of the occupation authorities in terms of not Using occupied lands for their own benefit and in a way that harms the interests of the occupied population, especially when this damage is permanent and irreparable.

Ambassador Ala clarified that the Israeli occupation authorities’ pursuit of this plan despite its catastrophic consequences and its resort to repression and intimidation to achieve this proves once again the policies of the occupation authorities to create facts on the ground with the aim of consolidating its occupation of the Syrian Golan, consolidating the illegal policy of annexation, changing the character of the occupied territories and causing damage. It cannot be reformed, which destroys any future opportunities to establish a just and comprehensive peace based on ending the occupation and (Israel) complete withdrawal from the Palestinian territories, including East Jerusalem, and from the Syrian Golan occupied since 1967, in implementation of the relevant Security Council resolutions, especially Resolutions 242 of 1967 337 of 1973 and Resolution No. 497 of 1981, according to which the Security Council decided that Israel's declaration to impose its laws, judicial and administrative jurisdiction on the occupied Syrian Golan is null and void and has no international legal effect.

Ambassador Ala indicated that the Human Rights Council, in its resolution adopted at its forty-ninth session, entitled “Human Rights in the Occupied Syrian Golan,” expressed its dissatisfaction with the approval of the occupation authorities to start implementing this scheme, despite its harmful impact on the human rights of the Syrian population in the Golan. It called on the occupying power to immediately stop all measures related to it. It also called on the United Nations and its bodies to condemn the ongoing Israeli settlement practices and the resulting violations of the basic rights of the Syrian citizens in the occupied Syrian Golan, and called on it to continue monitoring the catastrophic effects of this settlement scheme and highlighting them through various mechanisms, including It contributes to putting pressure on the occupying power to stop it and put an end to all the actions associated with it, as well as to stop all illegal settlement practices and repressive measures against the Syrians, residents of the occupied Syrian Golan.

Ambassador Ala said that this scheme is being implemented in three phases. The first was the construction of turbines on large areas of the lands of the villages of Ain El-Hajal, Mansoura and Thaljiyat, where about 42 fans were set up with a height of 120 meters. The third phase includes the villages of Majdal Shams, Masada, Bekatha, and Ain Qinya, and includes the seizure of more than four thousand dunums of agricultural land, in which about 41 huge fans will be installed.

Ambassador Ala added: Given the size of these turbines, their location, and the area on which they will be built, it can be said that they are the largest and most dangerous in the world, as they will be built on an area of ​​6000 acres, which will result in significant health and environmental damage. 10 km because it leads to many diseases for the population, the most important of which is related to magnetic frequencies and lack of focus due to the waves they emit and tinnitus in the ear.

The Ambassador added, “The establishment of this scheme in locations near or in the middle of the orchards would exacerbate the housing crisis in the occupied villages and hit the economic nerve of the people of the occupied Syrian Golan by eliminating the agricultural sector, which means forcibly displacing them from their lands and homes in the coming years and violating A wide range of human rights including the right to health, housing, development and other human rights.
