The failure of government legislation: only 43% of the laws passed Israel today

In a historical perspective, the 24th Knesset will be remembered by all of us due to the strange and controversial coalition composition that was spread between members of the Yamina and Mansor Abbas and the Raam list in the Knesset.

One of the main characteristics of the last Knesset was the so-called "legislative gridlock", that is: the inability of the coalition to advance government legislation in the Knesset.

Therefore, the government was forced to receive assistance from the opposition to promote a variety of issues, including the citizenship law, the law on dimensions for studies, and even the extension of the validity of the Yosh regulations.

Data from the National Legislation Database in the Knesset's Legal Bureau, which was obtained by Israel Hayom, shows that out of 172 government bills submitted during the term of the Knesset, only 75 bills completed the legislative procedures and were accepted in the third reading by the Knesset plenum and entered into the law book.

That is, only 43% of the laws that the government tried to promote passed the legislative stages.

For comparison, in the Netanyahu-Ganz government, in the 23rd Knesset, which served for a similar time to the current Knesset, out of 109 government laws that were submitted, 93 laws were accepted in the third reading.

That is, 85% of the laws that the government tried to promote passed the legislative stages.

Even in the more distant past, government legislation succeeded at higher rates than in the current Knesset, which, as mentioned, had difficulty promoting laws.

In the years 2015-2019, in the 20th Knesset, 91% of all government bills that were submitted passed all stages of legislation and were accepted in the third reading.

In the 19th Knesset, 83% of the submitted government legislation was successfully passed, and similar rates were also recorded in the 18th Knesset.

In addition to this, the data shows that during the entire term of the 24th Knesset, starting with its first convening on 4/6/21 and until the date of acceptance of the Knesset dissolution law on 6/30/22 - 100 laws were enacted in the third reading, including private bills initiated by Knesset members, not the government .

Out of the 4,072 private bills that were placed on the Knesset table for the early debate, 22 bills completed the legislative procedures and were accepted in the third reading and published in the law book.

That is, 0.54% of all the private bills that were placed on the Knesset table, completed the legislative procedures.

The data shows that 271 private bills were placed for early discussion on average every month on the table of the 24th Knesset during the aforementioned period.

For comparison, in the 20th Knesset, which served for more than four full years, 5,997 private bills were placed on the Knesset table, and on average - 133 private bills every month. 

Attorney Gali Ben-Or, director of the Knesset's national legislative database, said: "All the bills and laws that have been passed are displayed on the website of the Knesset's national legislative database.
