Tax offenses and violation of labor laws: what is happening in the exploited industry? | Israel today

A raid conducted by the Ministry of Economy and the Tax Authority on 40 construction sites located in Israel revealed serious deficiencies and illegal employment • Work stoppage orders were issued to some of the complexes


The labor arm of the Ministry of Economy launched an operation to check the working conditions of laborers at the construction sites.

Income tax investigations at the Tax Authority also took part in the operation, with the aim of examining the employment conditions and safety of the workers employed at the construction sites. 

In an activity that took place simultaneously all over the country, about 60 workers were tested at over 40 different construction sites.

Combined teams arrived at the sites and conducted interviews of the exploited people to examine their terms of employment and check the exploited people's licenses. 

During the raid, suspicions arose of violations of labor laws, including the employment for many hours (more than 12 hours of work per day), the lack of compensation for overtime, suspicions of income tax offenses (among other things, it is suspected that the wages of the defrauded workers are higher than what appears on the payslips and that some of them were paid black, and some Among the cases where their salary was paid without issuing a salary slip as required) and non-disbursement of the beneficiaries' pension funds according to the expansion order and suspicion of salary withholding.

It was also suspected that one of the companies that holds a permit from the Regulation and Enforcement Administration is providing manipulators when it is actually managed by a person who operates the engine according to law from acting as an official or company owner. In the field of work safety, additional deficiencies related to the safe operation of the crane were found.

As part of the activity, the labor inspectors issued safety orders and stop work orders for many deficiencies, lack of fencing, work without personal protective equipment, non-standard electrical equipment and more.

It should be emphasized that about three years ago the amendment to the Law on Employment of Workers by Personnel Contractors entered into force, which stipulates that a personnel contractor engaged in providing personnel services for crane operators, who operate a tower crane, must have a special permit from the Regulation and Enforcement Administration and it also includes safety requirements and various inspections of the Safety Administration in the work arm.

As a result, safety orders were issued to sites with violations, and for all the violations found, the law will be met with those responsible for it.
