The Russian delegation to the 10th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons said: “It was the United States that unilaterally withdrew from the dialogue on strategic stability with Russia under the pretext of developments in Ukraine.

The TASS news agency quoted the delegation as saying in a statement published by the Russian Permanent Mission to the United Nations in response to US President Joe Biden’s statements yesterday about his administration’s readiness to urgently negotiate with Russia on the development of a framework for limiting strategic arms to replace the New START treaty that expires in 2026. It was the United States that unilaterally withdrew from the dialogue on strategic stability with Russia, citing the developments around Ukraine, and did so even though the goal of that dialogue was to lay the groundwork for future arms and risk control measures and the conclusion of new relevant agreements.

The statement continued, "We really wonder whether the American side is really ready to negotiate or is it just toxic rhetoric. It is time for Washington to make its decision, stop rushing, and tell us frankly what it wants, either escalate the situation in the field of international security or start equal negotiations."

In 2021, Russia and the United States announced the entry into force of the decision to extend the START 3 treaty signed between them on limiting strategic offensive arms for a period of five years.
