Our author thinks this is completely superfluous.

Strictly speaking, the debate about a PV obligation on new buildings is as superfluous as a goiter: the construction of a residential or commercial building costs more money than ever in these times.
Anyone who raises this must actually want to do everything possible to reduce running costs and accelerate the amortization of the investment.
Regardless of whether he uses some of the electricity himself and feeds the surplus into the grid, or sells some to his tenants:

A PV system is a money-printing machine, especially in times of long-term rising energy prices and the increasing generation of electricity for heating and mobility.
That can only be set up by those who own (roof) space – the privilege of the property owner.
If you don't get it, it's your own fault.
A PV obligation can be justified with a view to climate protection and security of supply - but it means nothing more than forcing builders to be happy.
Anyone who calculates a new building so tightly that it fails with six to seven-digit total costs due to the comparatively low additional investment in solar modules should probably reconsider building anyway.
