The greatest achievement in the field of planning and construction for the current government:

the Ministry of the Interior, the Planning Headquarters, the Ministry of Finance and the Center for Local Government approved this morning (Tuesday) a significant plan to introduce quality personnel to the local and regional committees for planning and construction.

This is a program aimed at positioning quality personnel in the planning committees that suffered from the lack of experts and politicization.

The program includes three agreements: 

• Annual signature grants of up to NIS 18,000 for 40% of eligible committee employees. The committee engineer was given the flexibility to decide to whom and how the grants will be distributed, and they can be directed both to retain quality employees and to recruit new employees. 

• Model of excellence for department managers in personal contracts - an incentive of NIS 6,000 every six months.

• Improving the salary of the engineers of the spatial committees and adjusting it to the number of residents he serves.

Minister of the Interior, Ayelet Shaked:

"One of the first problems I was exposed to when I entered the Ministry of the Interior was the difficulty of planning and construction committees to recruit employees for the engineering directorates, and the subject came up in almost every meeting with the head of one authority or another. The main reason for the problem of recruiting employees is the low wages, not to mention The wretched, where these workers are rewarded. Heads of authorities told me about empty rooms, about tenders that were published several times for plan inspectors and engineers without a single candidate applying, and about tens of thousands of units that are 'stuck in the pipeline' because there is no one to take care of them."

Shaked added: "Accordingly, I directed the office staff to prepare a first aid plan that will introduce quality staff to the committees at a salary that will compete with the private market. With great excitement yesterday we signed agreements that will give a boost in the field of planning and construction - that will increase the number of housing units that will be approved by the planning committees and cool the housing market We changed the equation - the new agreements will lead to increased competition between the private and public markets. From today it is more worthwhile to work in the public sector."

"This is a historic achievement for the employees of the local committees, the department managers and the engineers of the spatial committees.

In the midst of the housing crisis in which the country is, and on the eve of elections, we managed to harness the ministries of the interior and finance to understand that the solution to the housing crisis is not only in passing laws and establishing regulations - but also in the vision of the workers without whom no policy can be implemented.

In the difficult reality of the local government's ability to compete with the private sector in retaining and recruiting quality employees, due to old wage agreements, this is an unprecedented achievement that will allow the authorities to retain quality employees and recruit new ones."
