Antonio Guterres echoes the comments made by the Russian authorities, because Vladimir Putin, at the time of the invasion of Ukraine in February 2022, had a whole warlike rhetoric.

The Russian president notably asked the Chief of the Defense Staff to put the strategic forces on alert.

These words are rhetorical to put in place what I call, with Dominique Mongin, a form of offensive deterrence;

it's about shutting down Ukraine...
