The 'MIVNE Herzliya' project creates a design revolution Israel today

The Governor of New York City, Mrs. Kathy Hokul, and the Mayor, Mr. Eric Adams, recently expressed agreement regarding the conversion of office buildings in the center of Manhattan to apartments: a budget was presented and an amendment to the law was introduced that will facilitate the conversion of office spaces to residences, among other things, to create affordable housing.

Manhattan officials estimate that the conversion of only 10% of the office buildings may add another 14,000 new apartments to the city. 

As part of the consequences of the corona virus period, the nature of work has changed in the last two years in Israel and in the world through the combination of work from home, hybrid work and the transition to work in shared workspaces, even though some of the world's largest employers, such as Google and Apple, have begun to implement a return to office policy.

In practice, many workers were left "behind" and preferred to continue working from home.

This reality created a planning surplus of employment spaces and raised a question about the necessity of office spaces and employment spaces, especially in light of the housing crisis.

These processes encouraged the government to promote a legislative amendment that would allow the conversion of employment areas to residences in a quick procedure in the local committee only.

The first plans to convert employment areas into residences came to fruition in Herzliya Pituach, where the municipality began promoting over 30 construction plans to convert offices into tiny housing units, known as micro units, with a size of about 55 square meters.

One of the plans promoted by the municipality is that of the "Mevana" group at 2 Shenkar Street. The project, which will be called 'MIVNE Herzliya', is located in an area that until many years ago was intended for industry only.

"The zoning change in the place was done in cooperation with the municipality and will have a significant impact on the city by attracting a new population to the area and creating an integrated complex that includes other uses besides employment and offices for mixed uses, such as residential, leisure and commerce, which together will be successful activate the area at all hours of the day.

Herzliya's industrial area, which is a significant hi-tech and employment center, is adjacent to the city center and is an integral part of it.

This combination will create a lively business, residential and entertainment district that works 24/7, similar to what is happening in other cities in the world such as Manhattan, Berlin, London and Paris."

As part of the project promoted by the "Mevana" group, the existing building will be demolished and a 26-story mixed-use tower will be erected in its place, including apartments, commerce and offices.

In this tower, the construction of 103 apartments and the preparation of infrastructure for the establishment of a cafeteria are planned, in addition to the construction of a five-story underground parking lot that will include 280 parking spaces, including parking spaces for electric vehicles and another 130 parking spaces for motorcycles and 220 parking spaces for bicycles and scooters.

"Mevana" will allocate to the municipality an area of ​​the order of 1,200 square meters from the office areas to public areas, which will be registered in the name of the municipality of Herzliya.

Another project of the "Mebane" group that combines offices, commerce and residences is the "Panel Project" that is currently being established by the group in the Bitzeron neighborhood, which is considered the new city of Tel Aviv, this project combines residences, offices, public spaces and commerce.

As part of the project, two 14- and 37-story office towers will be built, along with approximately 3,200 square meters of commercial space, and two 35-story towers will be built next to them, each containing approximately 360 housing units. The project is located in one of the developing areas of Tel Aviv, near the Purple Line of the train Relief and a short walk from the red line and the peace train station. 

Reincarnation of "structure" 

The "Building" group was established in 1961 under the name "Industrial Buildings" as a government company for the initiation and construction of industrial, craft and commercial buildings in Israel in general and in the development towns in particular, with the aim of providing local residents with employment solutions close to their place of residence.

Even after the company was privatized in 1993, the company continued to focus on the purchase, rental and management of profitable real estate of its kind.

During 2020, alongside extensive commercial activity throughout the country, the group decided to diversify its portfolio of activities and began to expand into the residential rental sector as well.

At the same time, "Mevana" began to purchase hundreds of additional housing units intended for rent, such as the Chen Hotel in Jerusalem, which is currently leased to the Amidar company, a student dormitory project in Rishon Lezion and Kiryat Ono, as well as other projects it purchased as part of a deal with the Aora company.

According to Zevida, "The group initiates mixed-use projects after we recognized that more and more Israelis want to live near employment areas, their workplaces, leisure complexes, services and commerce. Those who plan to live in the new neighborhoods of the Tel Aviv metropolis in the coming years will not be able to avoid mixed-use neighborhoods All the new large neighborhoods that are currently in the planning stage combine residences, commerce, employment and hotels. This is the dominant planning policy and that is where we are headed as a solid and strong group."

In recent years, there has been a change in the urban planning policy from planning an area that separates employment and residential areas to mixed-use planning that combines employment with residences, commerce and services, with the main benefit of this policy being the development of urban renewal also in employment areas and turning them into bustling areas throughout the day.

The "Mevana" group, which identified the trends in planning and housing, this year marks 61 years of activity of initiating, purchasing, renting and managing more than 1.9 million square meters in Israel.
