The Local Administration Law promulgated by Legislative Decree No. 107 of 2011 gave wide gains to administrative units, developed their work, strengthened administrative decentralization and democracy, expanded the powers of local councils and their work systems, enabling them to carry out their tasks and responsibilities directly, manage their resources, and find and attract new resources, which is reflected positively on the standard of living and services.

Director of Legal Affairs at the Ministry of Local Administration and Environment Eid al-Nabouti confirmed in a statement to SANA reporter that the law is the legislative basis regulating the work of the local administration in Syria, and after its issuance, he was able to achieve a number of goals based on constitutional, legal and technical considerations in organizing local work by expanding the work and responsibilities of administrative units and highlighting Its developmental role by giving the local community a greater role in preserving and developing its resources.

According to Al-Nabouti, the law allowed the development of the work of the administrative units and the strengthening and expansion of the powers of the local councils affiliated with them, including allowing the creation and financing of companies with an economic return to the administrative unit and creating investment, economic and development opportunities within them that in turn contribute to creating job opportunities and creating a state of integration between the service and development role and the creation of quality jobs on the The administrative structure within the units, such as the position of the governorate’s general secretary and the director of the city, town or municipality.

Al-Nabouti stressed that the law strengthened decentralization and democracy and contributed to modifying the levels and structures of administrative units to be able to provide better community services and obtain financial revenues through the support that the state can provide or establish its own independent investments with the participation of the private sector to implement service development projects that contribute to increasing The financial resources of the units.

Al-Nabouti said the Supreme Council for Local Administration was created, headed by the Prime Minister, and is concerned with deciding on all matters and measures it deems relevant to local administration in terms of supporting and developing them, proposing laws related to this, and issuing the necessary executive decisions, and its decisions are binding on all ministries and public authorities.

The most important feature of the law, according to Al-Nabouti, is that it established the principle of elections in the formation of local councils and their executive offices at all levels through general, direct, equal and secret suffrage in accordance with the controls and criteria stipulated in the General Elections Law. This law, in its final form and its objectives, constituted a qualitative leap in the concept of local administration in Syria.
