The Education Bureau issued a circular to all schools in Hong Kong, stating that it is currently updating the "Information Literacy for Hong Kong Students" learning framework, which adds a new literacy area of moral concern, increasing the number of literacy areas under the framework to nine.

The circular also encourages schools to promote media information literacy through a whole-school approach.

The Education Bureau stated in the circular that the updated "Information Literacy for Hong Kong Students" learning framework strengthens the sections on information assessment, prevention of cyberbullying, protection of personal data privacy and prevention of addiction to the Internet.

Add ethics related literacy

In response to the increasing popularity of emerging and advanced information technology, the Education Bureau has added the literacy of "Recognize the ethical issues arising from the application of emerging and advanced information technology" in the learning framework, so that students can understand the application of emerging and advanced information technology (such as the Internet of Things, big data, etc.) and artificial intelligence) ethical issues.

For example, primary school students can pay attention to the use of information technology in their daily life. As for secondary school students, it is suggested that various advanced technologies can be introduced in the subject of information technology, and then the ethical issues arising from them can be discussed with students.

Under the trend of intelligent technology, the analysis and decision-making of big data and artificial intelligence will be far more rational and predictable than the market mechanism.

Involving interdisciplinary and advocating the promotion of the whole school implementation model

In addition, the circular also pointed out that information literacy involves different fields of knowledge. Therefore, the Education Bureau recommends that schools promote information literacy through a whole-school approach and through interdisciplinary cooperation.

Examples of implementation include that secondary schools can educate students on verification techniques by watching and discussing deepfake news clips in senior information and communication technology subjects.

"My Pledge to Act" Enhanced Edition Helps Schools Promote Media Literacy

At present, the Education Bureau has launched the "My Pledge to Action" enhanced version of the funding scheme through the Quality Education Fund. Primary and secondary schools (including special schools) can apply for a one-time grant of up to 300,000 yuan for national education and national security education, and/or media literacy. Funding projects include student lectures/workshops, visits, experiential activities, teacher workshops, purchase or production of teaching materials, etc.
