372 citizens, BfE, Echinger Mitte and ÖDP want a bathing area for dogs at Hollerner See.

There have been positive signals from the local council.

Eching

- The municipal council alliance Citizens for Eching, Echinger Mitte and ÖDP has campaigned for the interests of dog owners and their four-legged friends: In an application to the committee, the designation of a dog bathing area on the northwestern shore of Lake Hollern is required.

This is underpinned by 372 supporters on a signature list that the municipal councilor Alexander Krimmer (ÖDP) and Susanne Sommer handed over to Mayor Sebastian Thaler.

No obligation to leash, but full bathing fun for the four-legged friends

The application to the town hall includes in particular an identification and signage for a precisely defined area of the third construction phase, a planted peninsula on the north-west bank facing Hollern and Unterschleißheim.

There the four-legged friends should be allowed to move and swim without being leashed during the bathing season.

This hitherto unspoilt bathing area is to be preserved in its natural state, even if, as planned, the recreation area association takes it over.

By the way: Everything from the region is now also available in our regular Freising newsletter.

The developed construction sections 1 and 2 with their bathing beaches and lawns on the south, east and north-east shore are already under the care of the recreation area association.

According to the statutes, there is a strict ban on dogs in and around the water during the bathing season from May 15th to September 15th.

The entire shore path around the lake, on the other hand, is free for dogs all year round.

According to Krimmer, this would make it possible for master and dog to pant around the lake, "but no opportunity to drink or cool off".

The community cannot make the decision alone

The application itself contains potential for conflict, because approval by the Echinger Council, as requested in the application, is not enough.

The community cannot make the decision alone.

Above this is the Hollerner See Eching/Unterschleißheim special-purpose association, in which both communities deal with the concerns of the Hollerner See nature reserve.

The health department and water management department also have co-decision rights.

For reasons of hygiene, as explained in the factual report, the designation of a dog area at lakes is absolutely permissible, because public use applies there.

This states that not only two-legged friends but also dogs are allowed to drink and bathe in publicly accessible waters.

In the event of approval, the district office would require the removal of the legacies and a generous spatial separation of dog areas and sunbathing areas as well as clear marking of the area.

According to the applicant, none of this is a problem.

The municipality's sphere of influence ends where it gets wet

In addition, however, other restrictions must be observed: For reasons of nature conservation, reeds and reeds are excluded from public use, as are general bathing beaches.

The Bavarian Water Act also applies to the actual water surface.

This means that the municipality's sphere of influence ends at the waterline.

Two local councilors question the point of the application

Against this complex background, Herbert Hahner (SPD) and Josef Riemensberger (CSU) see no point in submitting an application.

According to her suggestion, one should tacitly leave it at the status quo, where the use of the north-western shore for owners and dogs is tolerated and used by local residents.

Hahner and Riemensberger expressly warned that the official designation of a dog beach on Hollerner See would have a magnetic effect on the entire north of Munich, where there were no bathing shores for dogs.

With a score of 17:4, the committee decided to hold talks with the Zweckverband, Unterschleißheim and the recreation area association - with the aim of creating a dog bathing area on the north-west bank.
