The extraordinary session of Parliament was closed by a decree published this Friday in the Official Journal, a month and a half after the legislative elections.

During these six weeks, the 577 deputies examined several texts, including the one aimed at maintaining certain health provisions and the one comprising several measures in favor of purchasing power.

Emmanuel Macron and the government can now only count on a relative majority, forcing them to deal with certain elected opposition politicians to have their texts adopted.

Here, on the four main bills examined this summer (health vigilance, purchasing power, amending finances and - more symbolically - attachment of Finland and Sweden to NATO), what the votes of the elected officials teach us belonging to each of the political groups.

No rebelliousness at Renaissance

Whatever the text, all the elected Renaissance (ex-LREM) present voted for and none of them dared to abstain.

This is true at first and second reading, after the passage in the Senate.

In order to avoid “hiccups”, as happened when voting on certain amendments, almost all of the Renaissance deputies were present during the votes on each bill as a whole.

The situation is almost as uniform within the other components of the relative majority.

Only two Horizons deputies, the movement launched by Edouard Philippe, abstained at second reading on the health bill.

The Insoumis, radically against

Do not look for a rebellious elected official who voted for or even abstained on one of the government's bills, he does not exist.

All the LFI deputies present voted against, each time.

They were - at second reading - 61 (out of 75) to express themselves on the health bill, 75 on the one containing numerous measures in favor of purchasing power, 72 on the amending finance bill (PLFR) for 2022, and finally 43 at the time of the single ballot on the text approving the integration of Finland and Sweden into NATO.

This radical opposition is assumed by the Insoumis, who even initiated a motion of censure against the government.

Socialists on a case-by-case basis

The vote within the other components of the Nupes is less uniform.

The elected Socialists, for example, voted overwhelmingly in favor of the health bill (15 for and 3 abstentions out of 31 elected) and the attachment of Finland and Sweden to NATO (14 for).

All those present abstained on the purchasing power bill (29 elected representatives present), while they voted against the PLFR (21 voters).

The Green MPs abstained on the health bill, they voted against the two texts containing measures in favor of purchasing power, and finally they approved the NATO text.

Finally, the vote of elected Communists has almost always been against… except for some of them who abstained on the purchasing power bill and on the international and diplomatic bill.

The “constructive” RN?

Not a head sticks out, but not always in the same direction.

All the RN deputies present during the votes have always expressed themselves in the same way: against the health bill, for the one in favor of purchasing power, and abstention when approving the PLFR or the entry of Sweden and Finland in NATO.

At the end of June, the leader of the parliamentary group Marine Le Pen said she wanted to lead “a firm opposition, that is to say without collusion, but responsible, that is to say respectful of institutions but always constructive”.

Republicans ready to side with Macron?

The LR deputies have each time, by a large majority, voted in favor of the government bill: 16 for versus 1 against and 3 abstentions on the health text, 61 for the one concerning purchasing power, 46 for and 5 abstentions on the PLFR, and finally 28 for the one about NATO.

However, the Republicans ensure that they do not write a blank check to the government.

At first reading, 8 LR deputies voted against the bill aimed at maintaining certain health measures.

But the compromise found in the joint joint committee following the vote of the Senate, with in particular the reinstatement of caregivers not vaccinated against Covid-19 if the High Authority for Health gives its agreement, was able to convince almost all of them to change. of opinion at second reading.

Elected LRs are also pleased to have passed several “house” amendments concerning purchasing power, such as the possibility of converting RTT not taken into salary.
