"Schwabbruck is in good financial shape," said Mayor Norbert Essich about the 2022 budget. The treasurer nevertheless advised increasing the rates for property and trade tax.

Schwabbruck – The budget of the municipality of Schwabbruck for the current year includes a total of 3.25 million euros.

In the administrative budget, that is 1.82 million euros, in the asset budget 1.43 million euros.

Borrowing is not planned for 2022, explained Andrea Sepp, treasurer of the Altenstadt administrative community, at the most recent municipal council meeting.

However, a reserve withdrawal is necessary.

The minimum allocation to the wealth budget is reached – but only just.

103,970 euros are set.

96,000 euros are necessary, explained Sepp.

Just under 8000 euros would remain as free financial leeway.

To ensure that the municipality does not restrict its ability to act for future investments, the treasurer advised increasing the assessment rates for property and trade tax from January 2023.

A decision on this has not yet been made - that would be sufficient in a meeting in autumn, according to Sepp.

The assessment rate for property tax A is currently 360% (a total of EUR 11,800 is expected for the year), the assessment rate for property tax B is 330% (this year EUR 85,000) and trade tax is 310%.

All assessment rates are below the state average that Sepp had cited for comparison (A: 395.4%; B: 364.2%; trade tax: 316.7%).

While the rate for trade tax in 2021 was still 100,000 euros and the result for 2020 was 95,000 euros, this year it is expected to be 125,000 euros.

"It is very gratifying that Corona has not become apparent," said Sepp.

Sewage disposal costs still need to be adjusted

Another fee will change for the Schwabbrucker: the sewage disposal is actually a cost-covering facility, according to Sepp.

That means: "Income and expenditure must match." But while the income is expected to be 55,100 euros this year, the expenditure side will probably be 100,270 euros.

So there is a deficit of 45,000 euros, at least according to the planning value.

In fact, it is not yet finally known "how the connection to the Schongau sewage treatment plant will work out," says Sepp.

There will be a fee adjustment so that the area is cost-covering again.

However, only in December, when the figures from the sewage treatment plant are available.

The construction costs for the pressure line to Schongau come to 100,000 euros this year, and the rehabilitation plan also costs 100,000 euros.

Silvia Richter wanted to know why the energy expenditure for waste water disposal will increase from 2100 euros in 2021 to 6900 euros this year.

Sepp explained that it was about the electricity costs for the pump, but in the future they wanted to help with a photovoltaic system, added the town hall chief Essich.

Another increase in spending caused question marks for Norbert Schreiber: The allocations to the Schongau school association were given at 28,810 euros in 2021, this year with around 10,000 euros more.

Not because more Schwabbruckers go to the Schongau middle school, but less overall, explained Andrea Sepp.

The school levy for each location increases.

“Schwabbruck is in good financial shape”

For the conversion of the kindergarten, especially the heating, 100,000 euros are budgeted for this year.

280,000 euros plus 60,000 euros in additional construction costs are expected for 2023. This year, 120,000 euros are planned for the procurement of vehicles for the building yard.

The per capita debt as of December 31, 2021 was 895.82 euros, assuming – according to the statistical registration office – 984 inhabitants.

In Schwabbruck itself, there are actually more residents, it said at the meeting.

Key allocations of over 357,200 euros are also expected for 2022 (last year it was 310,860 euros).

The district levy is set at 546,450 euros for 2022 (previous year: 505,882 euros).

“Schwabbruck is in good financial shape,” said Essich in conclusion.

He emphasized that "no luxury" is made, only "what has to be."
