The Ukrainian military says Russian forces are continuing their offensive in the east of the country, but Ukraine has been able to repel their advance.
Nearly 6,000 people trying to leave the Russian-occupied territories for the southeastern city of Zaporizhia have been trapped by flooding, according to Ukrainian officials.
Russia is inflicting attacks and destruction on Ukraine "not seen since World War II," NATO Secretary General Jens Stoltenberg said on Thursday.
Ukrainian forces have also at times used tactics that endanger civilians, according to Amnesty International.
