Before the war on Syria, the last elections for local administration councils were held in 2007, and at the end of 2011, i.e. several months after the start of the war, local administration elections took place based on the text of Article 15 of the new local administration law at the time, which was issued by Legislative Decree No. 107 of 2011 on August 23, 2011. It was considered effective from 1-10-2011.

The new law at the time, issued in 2011, was a qualitative leap and a remarkable development from the old law in force since 1971. However, the conditions of the war postponed the actual application of the new law on the ground due to the departure of many areas from the control of the state in the subsequent years and the spread of terrorist organizations that prevented State institutions are prevented from exercising their work in those areas. Therefore, in 2016, Legislative Decree No. 2 was issued, which stipulates that local councils and their executive offices will continue to exercise the powers entrusted to them under the Local Administration Law until the formation of new councils.

Until the year 2018, when the September 16 witnessed elections for local councils that witnessed a wide turnout despite the war conditions. Polling stations were opened for citizens to cast their votes to choose their representatives in elections in which more than 40,000 candidates competed for 18,478 seats and the results were issued in 2-10 -2018 and it was of great importance at that time, as President Bashar al-Assad said about it during his meeting with the new heads of local councils at that time from all governorates on February 17, 2019 with their first expanded meeting after their election.. “These elections were just holding them as one of the main bets. For the state, because it culminates an important stage in the process of restoring security and defeating terrorism, confirming the strength of the people and the state, and once again proving the failure of the enemies’ bet on turning the Syrian state into a failed state incapable of carrying out its constitutional tasks.”

Accordingly, the current session of local council members who were elected on 9-16-2018 and decrees and decisions related to their results were issued on 10-2-2018, their term of office ends this year on 2-10-2022.

It is noteworthy that many specialists and stakeholders in the local administration sector describe the local councils as the closest link to all segments of society, as their work relates to the services of doctors, media professionals, students, athletes, working women, housewives, engineers and others. Reform in the affairs of the country, especially that the representation of workers and peasants in these councils is not less than fifty percent, which means that they are better able to deliver their voice and meet their needs than the rest of the central authorities in the state.
