Probably a bit of all three.
While the government can still decide how many foreigners it takes in for economic reasons, everything else must fall within the framework of EU directives and regulations.
This dispossession was granted.
France has never made demands that would have led to a compromise, which Denmark, the United Kingdom, Ireland and Poland have done.
Denmark has thus benefited from a right of withdrawal on the justice and home affairs pillar and from special protocols, in particular on migration issues.
