A person seeking to issue a contractor's license is required to meet a series of conditions that are examined by the Registrar of Contractors and vary between the types of licenses.

In general, it is customary to divide the types of licenses into two branches: a primary branch and a secondary branch.

For example, while a license in the construction industry (100 c1) or a license in the infrastructure industry (200 c1) the contractor is required to have the background of an engineer, engineer or foreman with seniority and experience as required by law in that industry is requested, whereas in a secondary industry such as a license in the renovation industry ( 131 a/1) or in the plumbing branch (190 a/1), the contractor is required to prove several years of experience in the field requested by him.

After the contractor submits the application to the Registrar of Contractors, the application is forwarded for inspection by the officials of the Registrar of Contractors who check whether additional documents are required and verify that the contractor meets the conditions of the law.

After that, the application is transferred to a professional committee for examination on behalf of the Registrar of Contractors, which can approve or reject the application, or summon the contractor to tests and even to the time he appears before it to examine his skills and experience before making a decision regarding the approval or rejection of the application he submitted.

As a rule, a contractor is not obliged to issue a license according to law when it comes to renovations whose financial scope is negligible and this is subject to his discretion.

However, a contractor who performs works in a secondary branch whose scope exceeds NIS 47,255 per project and a contractor who performs works in a main branch whose scope exceeds NIS 90,471 per project, is required to be registered in the contractors register.

From all of the above it can be learned that a registered renovation contractor is one that has been approved by the authorities and that meets the strict requirements of professionalism and experience.

Also, a registered contractor is subject to supervision and control by the authorities, which requires him to continue to adhere to the required professional standards.

Therefore, you should make sure that the name of the contractor you have chosen to work with is indeed included in the register of contractors and that he operates legally and in an orderly manner.

From the contractor's side, registration in the contractors' register has many advantages.

The registration gives the contractor the opportunity to participate in private, public and governmental tenders and is a signal to the public of customers that this is a professional contractor who possesses the required knowledge and experience.

Does the registration process require the guidance and advice of a professional lawyer?

"A request for the issuance of a license is a legal request submitted in accordance with the Law on Licensing Contractors for Construction Engineering Works and requires compliance with various criteria," says attorney Tomer Sofer, an expert in contractor registration and accompanies many contractors in the various processes. According to him, "the process is long and accompanied by a lot of bureaucracy.

Therefore, in order to avoid the rejection of the application, which in many cases results from technical errors and the absence of relevant documents, it is highly recommended to use a lawyer who specializes in submitting applications for the registration of contractors.

In this way, it will often be possible to prevent heartache caused by rejecting a proper request and even save money and time for the contractor."

In addition, Adv. Sofer emphasizes that the assistance of a professional lawyer in the registration process is important and significant even in the stages after the application is submitted. And to be accompanied by a professional and skilled attorney who knows the law inside out and can give a response to the Registrar of Contractors so that he changes his mind and approves the request for the issuance of a license, and if necessary, even appeals the decision to the district court."
