Western diplomats said that the original plan was for the humanitarian ceasefire to begin at seven or eight in the morning.
According to them, the talks on the subject took place until three o'clock in the morning but then failed due to an assessment in Israel that the Islamic Jihad is not serious in its intentions and plans to escalate the fighting in the morning hours.

The head of the Shin Bet Ronan Bar said at last night's meeting of the political-security cabinet that efforts should be made to end the operation in Gaza before any malfunctions or mistakes occur that would entangle Israel in a wider operation that it does not want, according to two ministers who participated in the meeting.
He also noted that the operation achieved more goals than we had set and will have an impact in other arenas as well, including a planned strategic goal of separating Hamas from Islamic Jihad.
