Either-or: City council puts a stop to multiple funding of clubs

In view of investments in the millions and a warning from the municipal supervisory authority of “hidden over-indebtedness” in Loisachstadt, the Wolfratshausen town hall is expecting with a sharp pen.

The renovation and expansion of the elementary and middle school at the Hammerschmiedschule alone will cost around 50 million euros in the coming years (as of today).

The topic of budget consolidation was discussed in three non-public meetings attended by the mayors and spokespersons for the five city council factions.

Shortly before the political summer break, the city council made a decision in principle: In future, the municipality will only grant grants for measures and projects "for which no further public funding is available".

That means: If the EU, the federal government or the state or district government raises a cash injection, the city of Wolfratshausen doesn't give a cent.

As reported, the municipal supervision at the district office in Bad Tölz had raised the index finger warningly a few weeks ago.

The authority states that the efficiency of the rafting town is not in jeopardy, but by the end of next year the reserve of currently around 14 million euros will probably have melted down to the legally prescribed minimum amount of 440,000.

Since the municipality has to take out new loans for the school building measures in 2023, this could ultimately lead to “hidden over-indebtedness” in Loisachstadt, warns the municipal supervisory authority.

Wolfratshausen must urgently "take measures to improve and stabilize the administrative budget".

The local authority in Bad Tölz gave a tip for free: "Checking the degree of exhaustion of sources of income is a suitable means of improving the income from the administrative budget." The local authority also sees "leeway" for possible increases in taxes and fees.

Three internal rounds of talks after fire letter from legal supervision

After the fire letter was received in the town hall, the three mayors and five parliamentary group leaders met behind closed doors on May 9th, June 20th and July 18th, according to our newspaper, to talk about budget consolidation.

On the agenda was, among other things, the increase in fees for the municipal music school and municipal cultural events as well as the increase in trade tax.

In addition, city hall bosses and elected officials considered the city's "reduction of voluntary benefits".

Specifically, about the club grants "including trainer grants" and youth funding contributions.

To date, nothing from the internal circle has been made public, so it can only be assumed that the decision is related to the background talks.

Be that as it may: The Wolfratshausen association, which can, for example, take advantage of funding from the Free State, can no longer expect anything from its home town.

The City Council is unanimous in supporting this decision.

According to the decision, “citizens, traders and associations” are affected by the new regulation.

Wolfratshausen: "Free rider effects" should be minimized

By avoiding double or multiple funding, not only should the city coffers be spared, but "free-rider effects should also be minimized".

The procedure, as City Treasurer Peter Schöfmann explained to the citizens' representatives, "corresponds to the principle of economic and economical budget management".

However, the city council keeps a back door open for applicants: In individual cases, “the responsible municipal committee can allow exceptions to the ban on multiple funding”.

The requirement: "If, despite the use of external funding, a funding gap remains that represents a particular burden for the applicant." This circumstance must be justified or proven in the application.
