– The IG Metall Bayern and the Association of the Bavarian Metal and Electrical Industry (in short: vbm) have agreed on a collective agreement, not exclusively, but also in particular because of the refugees from the Ukraine.

With a so-called integration year, one would like to offer refugees the opportunity to enter the metal and electrical industry in the Free State.

The collective agreement came into force on June 1st.

"It's a good compromise," says Helmut Dinter, 1st representative of IG Metall Weilheim.

Since the refugee crisis of 2015/2016, there have been many refugees who would like to work, but are repeatedly held back by a lack of language skills and high bureaucratic hurdles.

Meanwhile, the shortage of skilled workers in the metal and electrical industry is getting worse.

"The companies are desperately looking for employees," says Dinter, describing the current situation.

The agreed collective agreement applies to refugees who have a residence permit on the basis of Section 24 of the Residence Act.

The refugees can then be employed on a temporary basis for up to twelve months.

They are employed under the same conditions and paid as all other employees in the collective agreement - with only two exceptions.

You will not receive any additional holiday pay and there will be no one-off payments.

This corresponds to about one month's salary per year less than other employees in the company.

Special emphasis is placed on language acquisition

Special emphasis is placed on language acquisition during the integration year.

The employees must be ready to invest at least 132 hours a year in learning the German language – outside of working hours.

If you attend a German course for more than 132 hours a year, your employer will also pay you for it: with up to 192 hours, the refugee will be paid half of the hours as working time.

If he is willing to devote even more hours to learning the language, the employer will pay for all the hours.

It is also contractually stipulated that after successfully completing an integration year, the refugee must be given preferential consideration when hiring trainees in his employer's company.

This applies to dual study programs.

"These are the guard rails on the right and left," says Dinter about the contents of the collective agreement.

How the integration year is then actually handled in the respective companies must be negotiated by the works councils together with the management.

Dinter appeals to all companies to apply the collective agreement on integration.
