The Jerusalem Magistrate's Court today (Monday) sentenced former Minister of Health Yaakov Litzman to a suspended sentence of eight months and a fine of NIS 3,000.

This after he admitted at the beginning of the year to the crime of breach of trust in the Malka Leifer case, as part of a plea agreement signed between Litzman and the prosecutor's office.

According to the agreement, Litzman will resign from the Knesset but will not be disgraced and the "delicacy case" will be closed.



According to the plea agreement, following his resignation from the Knesset, the attorney's office agreed that the agreement would not include defamation.

The plea agreement was signed at the beginning of the year, days before the end of Avichai Mandelblit's term as Attorney General.



The plea agreement with Litzman joins a series of lenient settlements approved in recent months towards the end of Mandelblit's term, among others the agreements signed with Shas chairman Aryeh Deri and Knesset member Haim Katz of the Likud.

These cases, along with other cases, began with serious charges of bribery, and after negotiations were reduced to significantly minor offenses - breach of trust or rare offenses that are hardly used legally.

Litzman was suspected of using his power and governmental position to promote the interests of Malka Leifer, accused of sexual offenses, and of a Jerusalem restaurant.

One case concerns a legal proceeding in which the ombudsman petitioned the District Court in Jerusalem to declare Leiper extraditable to Australia for sexual offenses she allegedly committed there as a minor at the school she ran in Melbourne. to the court and therefore the extradition proceedings against her should be stopped.



According to the letter of suspicion, following inquiries on Leifer's behalf during 2015, Litzman acted improperly in order to influence the district psychiatrist in the Jerusalem district at that time, and cause him to retract his position and change the opinion he gave regarding the mental state of Leifer, so that it is determined that she is not extraditable.



A similar action by Litzman took place at a later stage in the legal process, in February 2018, while the state requested to renew the extradition proceedings, and asked the district psychiatrist to submit his latest opinion on the issue.

Even then Litzman worked to sway his opinion so that Leiper would not be extradited to Australia.

The second case, which was closed, concerns aid to the "Beit Israel" delicatessen.

In 2015, the district food department at the Ministry of Health determined, after a hearing on the matter, that the business must stop the production and sale of salads, it was prohibited from selling additional food products due to serious sanitary deficiencies that were discovered and cases of sickness among diners, and it was recommended that the manufacturer's license for the factory be canceled due to violations of conditions the license.



It is suspected that Litzman, who used to buy products every week at the place and has friendly relations with the owner of the business, acceded to the latter's request and tried to help him run the business without the restrictions imposed on him.

For this purpose, Litzman ordered to summon the relevant professional level in the food service to a meeting at the business.

This is to influence the employees of the district food department to change their decision and remove the restrictions imposed on the business as part of the decision at the hearing.



As part of the meeting, and despite the fact that the authorized professionals in everything related to food supervision made it clear that the removal of the restrictions imposed on the business poses a real danger to the public due to poor sanitation conditions and non-compliance with the required health standards, Litzman made it clear to the employees of the food department that they must change their decision in a way that will benefit the business and his owner.
