The issue of quarantine is not only a matter of Hong Kong, but also involves the confidence of the mainland in Hong Kong, so it is correct to follow the steps, and it will take some time for the government to make reforms with the support of backward information technology.

It is acceptable for Li Jiachao to use the "red and yellow code" to promote the international customs clearance plan and implement it within just one month of taking office.


So how should the connection with the mainland be promoted?

There are several important links: There are three types of people who are most related to customs clearance in the Mainland. The first type is those who often travel to and from Baigang for work and study in the Mainland; The third category is Hong Kong people visiting relatives in the mainland and mainlanders visiting relatives and tourism in Hong Kong.

When dealing with customs clearance arrangements, different models and tiers are required for these three categories.

Of course, the first and second categories are the first and second categories of customs clearance.

In fact, under the "Easy Return to Hong Kong" plan, Hong Kong people returning to Hong Kong from the mainland have been exempted from quarantine. The question now is how to reduce the days of quarantine when returning to the mainland, and even do not need to quarantine like Hong Kong.

This involves a question: is it possible to use the "co-location" mode?

That is, if you get the nucleic acid test results in Hong Kong, you do not need to quarantine when you return to the mainland.

If this arrangement is feasible, how should it be implemented?

Is it possible to develop an "electronic home return permit" and establish a "red and yellow code" system through the electronic home return permit?

To clear customs with the mainland, technical issues must be dealt with first. First, the "red and yellow codes" need to be connected with the mainland quarantine coding program. Second, the detection system needs to be connected. Third, the government policy bureau needs to coordinate well.

The Chief Executive and the Director of Medical and Health need to form an effective leadership system, and they need the support of the Mainland and the Constitutional Affairs Bureau to successfully implement customs clearance with the Mainland.

The Mainland and the Constitutional Affairs Bureau have the responsibility to formulate procedures and align them with Mainland policies.

Li Jiachao should be directly responsible for the overall work of explaining, analyzing, and lobbying to the central government.

Of course, Hong Kong must first solve internal quarantine technical problems and remove technical barriers before it can truly negotiate an effective customs clearance policy with the mainland.
