In its weekly session today, headed by Engineer Hussein Arnous, the Council of Ministers stressed the importance of encouraging competencies and expertise to run for local council elections in order to reach effective administrative councils that meet the requirements of citizens in terms of developing work and bringing about real development at the level of each administrative unit and city or town council and improving the service and development realities in light of the trend The real reason is to activate administrative decentralization and grant local councils wide powers in terms of making decisions related to bringing about economic and social development and improving services.

The Council discussed extensively the reality of the availability of basic materials in sufficient quantities in the markets and the importance of regular supplies of basic materials in a way that meets the needs of the local market and the strengthening of stores, and stressed the concerned authorities to control prices and take the maximum legal penalties against monopolists and violators.

The council agreed to grant the General Organization for Food Industries a financial advance of 10 billion Syrian pounds to receive the grape crop for the 2022 season and pay its value to farmers without delay.

Within the framework of the process of reforming the administrative public sector and developing legislation and regulations to serve economic development, the Council discussed the new draft customs law, which aims to raise the efficiency of customs work and reorganize its procedures in accordance with the principles of simplification and transparency, controlling import, export and transit operations, combating smuggling and protecting the national economy. In addition, Engineer Arnous stressed the importance of establishing a central database in each ministry that includes all cadres and competencies nominated to occupy work positions in the ministry and its affiliated institutions, and the need to conduct personal interviews with cadres who meet the approved standards in line with the national project for administrative reform.

The Prime Minister asked the Ministry of Agriculture and Agrarian Reform to develop an integrated and implementable plan for the management and investment of state agricultural properties and to take appropriate encouraging and promotional steps to optimally invest the cultivable areas of private property in a manner that achieves economic feasibility and improves agricultural production, pointing to the need to expedite the completion of electronic correspondence between ministries. Public institutions are within the path of e-government, expansion of citizen service centers, and simplification of procedures.

The council directed the relevant ministries to take the appropriate measures to secure the cadres necessary to operate the railway on the Aleppo-Damascus axis, and stressed the importance of continuous coordination between the Ministries of Electricity and Water Resources regarding the operation of drinking water pumping stations and supplying different regions with water and electricity in parallel.

In order to provide the health sector’s needs of specific medicines and encourage the pharmaceutical industries, the Council agreed to add a preferential advantage to the lowest price submitted in tenders and requests for proposals conducted by the Ministry of Health by 25% for oncology medicines produced locally, and by 15% for the rest of the only quality medicines produced locally.

The Council of Ministers agreed to the Ministry of Electricity to communicate with experienced companies in friendly countries to rehabilitate the groups (2-3-4) in the Aleppo Thermal Power Plant. It also approved a number of priority service and development projects in a number of governorates.
