Federal Minister of Labor Hubertus Heil recently presented his draft of citizen income.

From 2023, the standard rates for beneficiaries are to increase.

Berlin – Citizens' income will come into effect in good time at the beginning of next year.

That assured Federal Labor Minister Hubertus Heil (SPD) on Friday (5 August).

"On January 1, 2023, we will overcome the Hartz IV system and introduce the new citizen's income," explained Heil at the initiation of the departmental vote on the draft law.

He also reaffirmed the goal "that there will also be an appropriate increase in the standard rates as of January 1, 2023 in the course of the legislative process".

According to Federal Labor Minister Heil, the future citizens' allowance should be higher than the previous standard rates for social assistance and Hartz IV benefits, as reported by fr.de.

The amount of the standard rate is calculated on the basis of data from the Federal Statistical Office.

These are expected in late summer.

Single adults currently receive 449 euros per month as basic security.

In addition to a new calculation basis, Heil envisages in the draft of the citizens' allowance that sanctions should only be imposed after a six-month "period of trust".

During this period, there should be no reductions in benefits for uncooperative behavior.

Recipients should also be able to keep more of their savings than with Hartz IV.

Another innovation is the abandonment of the mediation priority.

So far, vocational training for the unemployed has often failed because they primarily have to accept a temporary job.

In addition, Heil's proposal provides incentives for further training: the existing further training bonus is to be given an unlimited period of time and a monthly further training allowance of 150 euros is to be paid.

The template was created in discussions with practitioners and not "in a vacuum".
