Last week (August 3rd) Ministers of Health Karl Lauterbach (SPD) and Marco Buschmann (FDP) presented the plans.

"The previous draft law has clear gaps," said State Health Minister Klaus Holetschek (CSU) of the German Press Agency in Munich.

This Tuesday (9 August), the federal and state health ministers want to discuss the draft presented last week in the Health Ministers' Conference (GMK).

"I have my doubts that there will already be a round and coherent law after the GMK," said Holetschek.

However, it is the first opportunity so far for the ministers of the federal states to contribute their opinions and experiences.

"It is important that the little things between the FDP and SPD in the traffic light coalition are over now and that we put the law on a solid technical foundation.

Federal Infection Protection Act: Mask regulation "not technically justifiable"

Holetschek sees a concrete need for clarification, for example in the case of wastewater monitoring and the so-called RKI surveillance, "where unfortunately it is completely unclear which values ​​and data we can use as an alarm signal".

The core of the federal concept is the wearing of FFP2 or medical masks.

An FFP2 mask requirement in long-distance trains and planes should continue to apply nationwide.

The countries should also decide for themselves whether they require FFP2 masks in publicly accessible indoor spaces.

“Some points in the draft law do not seem to have been thought through to the end.

In any case, we have to talk about the planned exceptions to mask requirements for those who have just been vaccinated and those who have recovered," said Holetschek.

These cannot be technically justified, since those who have just been vaccinated and those who have recovered could also transmit infections.

"I also wonder how the planned exceptions to the mask requirement are to be checked and implemented on site at all."

"It would not be possible to convey this with the current virus variant, since vaccinated people can also transmit the virus," said the politician.
