In order to be able to build them, she wants to hire a kind of manager who will take care of everything.
Finding it, on the other hand, is not that easy.
A specialist has now also been commissioned with this, the Munich lawyer Andreas Pannier.
At the most recent municipal council meeting, he explained how one should imagine working with what he called a “business manager”.
First, Pannier calmed those present.
Of course, the municipality will not give up the reins, even if the desired "one-man building authority" has started work.
At every point in the planning and construction phase, you are not only asked, you can also intervene and take back responsibilities.
"It's not like one day you come to the site, then a white sheet is pulled away and you see a gymnasium that you had no idea."
According to Pannier, the business manager “has one foot in your administration and the other on the construction site”.
He is a project manager with an extended range of tasks who provide an "all-round carefree package".
The greatest advantage of such a specialist, who is also supposed to attract funding and will look after the tenders that have become complicated within the EU: "You are definitely faster with a business manager, and the construction time eats up the most costs." Small projects with a volume of four million Euros have already been processed using this model, as have 50 million school buildings, he said.

All of the speeches in the brief discussion that followed included the concern that we would no longer be in control of the situation when a project manager with such extensive powers was involved.
Philipp Geiger from the Greens reiterated: "Of course we want to be asked." Matthias Ertl (PWG) warned the colleagues in the meeting room: "We should be careful that we don't just hire people who buy." His fear is: "The business manager has the power innately.”
UBI councilor Stefan Schneider, who is a lawyer himself, finally promoted the model, which was then decided: "We don't have the capacity for such a project in the town hall."
